The Role:
OBJECTIVES OF POSITION:

• Responsible, as directed by the HUC Manager, to plan and prepare the pre commissioning and commissioning procedures and scope of work in readiness to commence offshore commissioning activities.
• Responsible for the safe and successful pre-commissioning and commissioning and ensuring those activities are performed in accordance with the plan and project requirements.
• Lead a team of engineers and technicians and provide guidance in the preparation of all commissioning engineering including documentation and input to support the development of the plan.
• Supervise the offshore commissioning scope through to hand over to operations of all utility and hydrocarbons systems.
• Prepare all documentation to support handover of all systems to Operations according the plan.

KEY RESPONSIBILITIES:

• Develop the offshore commissioning and completions strategies, plans and documentation.
• Ensure all applicable project safety procedures are prepared and fully understood and implemented throughout the commission phases.
• Liaise with the project HS & E group to ensure that all personnel have been adequately trained.
• Identify and develop handover processes and procedures in conjunction with the NR 2 start up and productions functions.
• Ensure project quality requirements are met.
• Identify commissioning priorities according the VCR’s and manage the interfaces between mechanical completion / pre commissioning and commissioning requirements.
• Preparation of all commissioning work packs, job card, drawings, procedures, specifications, CTP’s FTR’s and documentation to prepare for and plan the offshore scope.
• Preparation of scope descriptions, man-hour and duration estimates to support the development of plan.
• Identify all commissioning materials, tools and equipment including all commissioning spares required to carry out the offshore scope
• Interface with the onshore construction team to optimise materials and tools between the onshore and offshore teams.
• Responsible for preparing the offshore schedule of the commissioning activities and then working closely with the planners in the development of the integrated level 4 offshore plans to provide a realistic and logical plan with well defined critical paths and a plan that is interfaced and integrated with the HU schedule and start up plans.
• Estimate and establish manpower requirements for the offshore work.
• Identify specialist training requirements and develop training plan and ensure all the commissioning team are trained and competent.
• Identify all vendors required for the commissioning and organise the vendor plan.
• Provide assistance with, and input to, the development of the completions system and processes.
• Working closely with the Korea based construction and commissioning teams to build relationships and ensure a smooth transition between onshore and offshore.
• Monitor the tail end of onshore construction and commissioning and establish and include in the plan for any carry over work.
• Monitoring and reporting of progress of the engineering and construction work scope.
• Manage and supervise offshore commissioning and associated activities according the plan.
• Ensure that the work is being executed in accordance with the plan, specifications, CTP’s and instructions and monitor commissioning progress.
• Ensure that all engineering and work preparation activities are carried out with due regard to safe working practice, safety of personnel and the integrity of the installation.
• Manage the Companies CMS (WINPCS) system offshore and ensure a smooth transition of this system between the onshore and offshore phases of the Completions strategy and scope.
• Preparation of weekly and monthly management reports
• Develop, monitor and progress KPI’s (performance indicators) to demonstrate the performance against the plans and targets.
• Identify and mitigate risks.
• Provide support to the procurement group in reviewing vendor information and assessing related aspects.

Essential Skills / Qualifications:
A proven track record managing multi-disciplinary commissioning teams of engineers and technicians.
Around 15 years experience working with offshore commissioning projects and now at supervisor or superintendent level

Desirable Skills / Qualifications:
• Commissioning Engineering Professional with a minimum of 15 years experience in Offshore Oil and Gas Commissioning projects with a proven track record of planning, preparing and executing offshore commissioning offshore scopes and/or shut downs.
• Proven track record as a Commissioning superintendent
• Team player with good interpersonal skills. Independent, self starter.
