Chevron Phillips and Qatar Petroleum to develop $8bn US petrochemical project



The good news just keeps on coming for the US Petrochemical industry with Chevron Phillips and Qatar Petroleum announcing that they’ll be pursuing the development of an $8bn petrochemical plant in the Gulf Coast region.

The project, which has been named the US Gulf Coast II Petrochemical Project (USGC II) will include a 2,000 KTA ethylene cracker and two 1,000 KTA high-density polyethylene units. 

The agreement to develop the project was signed at a ceremony hosted at the White House and witnessed by President Donald Trump and His Highness, Sheikh Tamim bin Hamad Al Thani, Amir of the State of Qatar. The event was also attended by Chevron Phillips Chemical President and CEO Mark Lashier, His Excellency Mr. Saad Sherida Al-Kaabi, Qatar’s Minister of State for Energy Affairs, the President and CEO of Qatar Petroleum, Chevron Corporation Chairman and CEO Michael Wirth and Phillips 66 Chairman and CEO Greg Garland.

Chevron Phillips Chemical will be the majority owner of the project with a 51 percent share with Qatar Petroleum owning 49 percent. It’s expected that Chevron Phillips Chemical will provide project management and oversight and be responsible for the operation and management of the facility. The preliminary cost of USGC II is approximately $8 billion.

The decision to pursue the USGC II project comes only a month after Chevron Phillips Chemical and Qatar Petroleum agreed to jointly develop a major petrochemical complex in Qatar near the Ras Laffan Industrial City.

A boost to the US Petrochemical job market

Given the scale and complexity of the USGC II project, the US Petrochemical jobs market will receive a significant boost both directly in the Gulf Coast region and more widely through the supply chain. At peak construction the project should support around 9,000 construction jobs, and once operational approximately 600 full time positions.

A final investment decision (FID) on the project is expected no later than 2021, followed by full funding and the award of engineering, procurement and construction (EPC) contracts, with targeted start up of the new facility in 2024.
ExxonMobil, SABIC and INEOS are amongst the other petrochemical companies also pursuing large scale projects in the Gulf of Mexico.

The Gulf Coast Petrochemicals boom

The Gulf Coast is strategically placed to take advantage of the abundant natural gas supplies coming from drilling activity in the Permian Basin. As a result, the area is becoming a hive of new petrochemical and chemical activity with ExxonMobil and Sabic recently announcing the development of a giant petrochemical plant near Corpus Christi which will create thousands of jobs and be one of the biggest such facilities in Texas once it’s completed in 2022. British petrochemical and chemicals manufacturer INEOS has also recently gotten in on the Gulf Coast action announcing that they’ve taken a final decision to expand their Chocolate Bayou plant south of Houston.

In short – the area is becoming a hot bed of employment opportunities for technical and engineering professionals with the right skills and experience.
