Iraq plans four new oil refineries

Iraq’s oil refining capacity is set to soar with the country’s oil ministry announcing that four new oil refineries are being planned.

The first of these refineries will be built at the port of Fao on the Gulf in collaboration with two Chinese companies. The planned refinery will have a 300,000 barrel-per-day capacity and will also include a petrochemical plant.
The four planned refineries will boost Iraq's capacity by 700,000-bpd.
The other planned facilities are:

  • Nasiriya in south Iraq which will have a 150,000-bpd capacity.

  • The western Anbar province will be home to a refinery that will also have a 150,000-bpd capacity.

  • Qayara, near Mosul, will be the site of a refinery with a 100,000-bpd capacity.

  • Whilst Iraq is OPEC’s second largest oil producer after Saudi Arabia, the country’s refining capacity has been severely hampered since 2015, when fighting with Islamic State (ISIS) militants damaged the nation’s largest refinery at Baiji. Since then Iraq has been largely dependent on two facilities at Doura, near Baghdad, and Shuaiba in the south of the country.

    Once the planned refineries are in operation, Iraq’s refining capacity will have been boosted by a much needed 700,000-bpd.

    The announcement of the four new refineries comes at a time when the Iraqi Oil Ministry is undertaking sustained efforts to attract foreign direct investment into the country’s Oil & Gas industry.

    Speaking in January at the Middle East and North Africa Energy 2018 conference, organised by the Royal Institute for International Affairs, Oil Minister Jabbar Ali Al-Luaibi, said that: “Iraq is working to open up and cooperate with neighbouring countries and friendly countries to expand the horizons of cooperation in order to serve the common interest.”
