The Role:
To support the PSM Services Team Leader in the delivery of commercial and contractual activity relating to Engineering Services including the negotiation and management of all Turnaround (TA) target cost contracts while supporting the wider PSM team in the delivery of purchasing activity.


* Management of Contractor spend up to £50million (subject to the 5 year TA strategy)

* Lead all development and implementation of TA contracting strategies.

* Work with the Senior Buyers to procure appropriate contracts in line with future requirements.

* To manage and achieve financial targets including reporting.

* Negotiate and contract manage all Target Cost contracts in line with the Stanlow TA Strategy.

* Contribute to the delivery of the Business Objectives and PSM Strategy. Ensure that all procurement activity is delivered in line with ESSAR objectives of being Sustainably Safe, Reliable, Profitable and Growing

* To help ensure that all purchasing and contract management activity is managed against pre- agreed Key Performance Indicators and Incentive Targets. The post holder will be required to manage data management of spend and performance against designated contracts.

1. Lead the design and development of all TA Contracting Strategies for the wider supply chain.

2. Undertake market analysis and benchmarking of all Tier 1 and Tier 2 suppliers working on TA activity

3. Responsible for tracking all emergent works during the execution phase and reporting back on progress.

4. Lead and agree all commercial negotiations with regards to the build up of Target Costs.

5. Manage contracts including commercial/financial management of contracts and periodical contract and performance reviews with Senior Responsible Owners/ Operational Leads and vendors.

6. Ensure that all commercial risks are identified and managed accordingly across all TA scope of work.

7. Maintain up to date contract management strategies, systems, processes and administration, ensure contracts are up to date with respect to variations and amendments.

8. Develop and maintain required (management) reports, spend analysis and report value improvements.

9. Communicate and manage relationships with all stakeholders and ensure that objectives are delivered in line with the TA Strategy.

10. Responsible for TA contract strategy & award recommendations to the site contract boards.

11. Participate in process and cost improvement activities. This includes participation or leading LEAN, Waste Elimination or Six Sigma projects and coaching the business organization with use of contracts as and when instructed to do so.

12. Support the PSM Team Leaders in coaching and developing Buyers and/or graduates/students.

13. Identify and track savings and benefits following the implementation of strategies and contract management activity.

14. Ensure that all commercial system and procedures are incorporated into the PSM Quality system and that all developments are captured as part of the Continuous Improvement procedure

Safety Accountabilities:

4. Comply with all of the Stanlow Life Saving Rules
5. Conduct only tasks that you have been trained and are authorised to do so.
6. Make appropriate interventions where applicable and report all Heath and Safety issues.

1. Directly responsible to the PSM Team Leader
2. Supporting the wider PSM team in the delivery of Contract Management Activity
3. Daily interaction with the TA Manager, TA Engineers and Cost Estimating Team
4. Essar Site Leadership Team /Extender Site Leadership Team as and when applicable
5. Partnership alliance with key stakeholders across the Stanlow Site
6. External Suppliers, stakeholder, service providers and Industry experts
7. Competitors where applicable

Essential Skills / Qualifications:
- Essential - Graduate level supported by professional qualifications e.g. MCIPS, Engineering Degree and Chartered Status or able to demonstrate a proven track record and able to demonstrate equivalent capability.
- Essential Minimum of 7 years experience of working in a Commercial environment with at least 3 years experience and outstanding evidence of Contract Management.
- Desirable - Experience of working on a Petrochemical site or similar.
- Desirable - Experience of working on similar TA activity.
- Proven experience of contract negotiation skills and exposure to dispute resolution and claims management
- Experience in Lean/Six Sigma techniques with formal qualification or relevant experience.
- Experience of delivering team and contractor performance management models
- Ability to constructively challenge and support key negotiations with supplier's pre and post contract award.
- Excellent numeracy and verbal reasoning skills
- Sound understanding of HSE requirements
