The Role:
Your role will be to provide an estimating service for a project, programme or portfolio so as to enable cost baselines to be developed and set, and for investment decisions to be made based on realistic, well underpinned and accurate estimates.

This will entail the application of methods, systems and procedures to provide analysis, interpretation and reasoned advice, thus producing reliable estimates for setting of project baselines and for informing project investment decisions implement the following:
* Determine the scope of the estimate.
* Interpret project /engineering scope documentation, specifications and drawings in order to prepare material take offs
* Select and apply norms, rates and data against defined scope of works. Liaise with contractors, vendors, partners and or external parties to request, secure and review estimates and quotations.
* Develop estimating uncertainty provisions and produce the required information to support the risk process.
* Prepare supporting documentation such as Basis of Estimate (BoE) and Composition of Estimate (CoE) to underpin the estimate.
* You will be providing input to project business cases to enable project investment decisions, supporting change initiatives sponsored by the Function for purpose of improving the predictability of project cost and schedule outcomes.
* This is to ensure our client is not exposed to undue risks and understands the opportunity in the investment commitments that are to be made.
* You will produce estimates in a consistent structure to facilitate benchmarking, analyse project outturns, update company norms and maintain the estimating database.

Essential Skills / Qualifications:
* Ideally degree qualified, you will also have a Professional qualification in Project Management, Project Controls, Quantity Surveying or Engineering
* Additional requirements: Security clearance preferred, but not essential.
* You will have a proven track record of estimating multiple contracts, ideally with experience in the nuclear industry - and specifically with current knowledge of estimating practice and techniques for major construction / infrastructure projects.
* You will be experienced in the use of various forms of estimating software and have excellent Excel skills.
