The Role:
Manage and monitor the Safety, Health, Environment and Security procedures, plans and processes pertaining to the NFE Offshore Project - Jackets Construction & Installation to ensure project deliverables comply with approved Contract and project plans.
*Possible extension of the job scope to the TopSIdes Construction after Jackets completion

Job Context & Major Challenge(s)

Ensure the effective implementation of the Project Safety Management System, whilst providing continuous communication, coordination and advice to the Project Jacket Manager on safety issues

Ensure the correct implementation at the Construction & Installation Work sites of the Contract Exhibit 8 and the Project SHES Plan requirements.

Provide oversight and guidance for SHE and regulatory compliance and performance during construction activities at yard location

Key Job Accountabilities:
1. Lead the Project SHE team, providing regulatory advices and guidance
2. Review and approve the Contractor's Project SHE Documents as per the Contract
3. Provide direction and work effectively in a complex multinational and multi-cultural environment
4. Develop effective working relationships with Jacket PMT and Contractor's team
5. Liaise when necessary with the Project Environmental and Regulatory Specialist
6. Promote and support the identification, assessment and management of SHE risks in line with the SHE MS, Risks Management standard and ALARP principles
7. Participate in the review of Job Safety Analysis for all critical activities and confirm that the residual risks are as low reasonably practicable (ALARP) prior to work commencement
8. Ensure within his area of responsibility that all activities are properly covered by a specific or routine risk assessment or by a JSA
9. Ensure daily that Contractor's construction teams are properly running the Tool Box Talks sessions and task risks communicated to the workforce with the appropriate mitigation measures
10. Ensure with the support of the Project SHE Assistant that the training program for Company personnel is properly run.
11. Ensure that Contractor training program is properly implemented as per the requirements of the Contract Exhibit 8 and Project SHE&S Plan
12. Conducts periodic meetings with the Contractor to review progress and report on the Project status
13. Provide consolidate weekly and monthly SHE activity reports to the Project SHE Manager
14. Ensure that trends analysis are performed by Contractor concerning the observation/action cards and First Aid cases and includes the results within the periodic reports.
15. Ensure the correct implementation by Contractor of the Monthly Financial KPIs and monitor, record the results with the support of the SHE team
16. Participate in the Weekly Management tour and subsequent debriefing then ensure findings are recorded by the Contractor within the SHE Actions Tracking Register (as per Contract requirement)
17. Coordinates the scheduling of SHE&S field personnel activities to ensure adequate coverage for project requirements
18. Participate to the weekly and monthly SHE meetings organized by Contractor (as per Contract requirements)
19. Support Contractor for the Project Behaviour Safe Program (or equivalent) implementation on the Project, with the help of Project SHE Technical Assistant
20. Support Contractor for IIF Action Cards Program (or equivalent) implementation on the Project, with the help of Project SHE Technical Assistant
21. Ensure that information, lessons learned, safety messages are properly cascaded to the workforce and posted on billboards
22. Propose safety campaign topics in coordination with the Contractor Project SHE Leader
23. Ensure that all re portable and record able incidents, as per the stewardship and categorisation requirements, are reported by Contractor within the time frame as identified within the Contract Exhibit 8
24. Participate in Contractor's incident investigations and root causes analysis sessions
25. Ensure that the Emergency Response organization on Jackets Construction and installation sites is operational, having skilled and trained team with appropriate equipment and their competency evaluated regularly
26. Ensure that MEDEVAC is operational and process flow chart well communicated to all stakeholders and call test completed
27. Advise NFE Offshore Project SHE Manager on ressources and equipment needed for adequate work performance

Essential Skills / Qualifications:
* Tertiary qualifications and/or professional registration in a relevant occupational health, safety, security, science or engineering discipline.

* 15 years of experience as a SHE&S professional
* Experience of managing major EPC Contractors and fabrication activities in Asia yards.
* Experience in implementation of HSE systems and building HSE capability and competence.
* A high level of proficiency in written and spoken English
* Computer literacy involving the regular use of professional office applications and some technical applications
