The Role:
Part A: Job Specification
* Responsible for overseeing the technical and administrative activities of the EPC Contractor from contract award through completion of detailed engineering, site engineering to delivery of final documentation. Obtain alignment on project engineering requirements, objectives, and timing with the Project Management Team (PMT) and ensures EPC Contractor's design processes and procedures can deliver contract goals. Liaises with PMT on engineering activities, progress, and issues.
Reporting and Relationships
* Reports to EPCL Manager (NFPS).
Direct reports: Engineering Division team (Total Headcount varies depend on the project stage).
Internal
* Regular interface and collaboration with Senior Project Manager, EPCL Manager and Project Management Team.
* Frequent contact with Operations, Supply, SHEQ and all Engineering Managers, Heads and Leads.
External
* Continuous interaction with EPC Contractor Managers and Leads, Vendors, and Engineering subcontractors.
* Regular engagement with Shareholder representatives.
Job Context & Major Challenge(s)
* Leadership and management of a technical team ensuring delivery of technical input in accordance with project requirements through the evaluation and stewardship of the EPC tender and contract award. Plans, manages, coordinates and monitors the activities of the EPC Contractor ensuring delivery in accordance with project requirements from contract award until final Provisional Acceptance Certificate.
* Major challenge of the role is managing changes to project requirements by maintaining constructive and positive working relationships with EPC contractor and stakeholders to ensure alignment on overall delivery of the facilities.
Key Job Accountabilities (Max 10, each unique, exclude generic)
1. Provide engineering leadership and expertise for PMT engineering staff, to ensure alignment on project engineering needs, objectives and requirements in close liaison with appropriate members of PMT (Business, Interface / Execution, Construction, Quality, and Safety).
2. Manage the preparation and technical evaluation of multiple EPC tenders for large capital projects ensuring compliance with project requirements and technical alignment with Qatargas Operations. Assess contractor capability and ensure PMT or other technical support is available to address gaps.
3. Manage the EPC Contractor's activities with respect to engineering execution ensuring adequate resources, design tools, execution plans, procedures, specifications, standards, contract documents, progress measurements and reports are all in compliance with project objectives, goals and agreed contractual terms.
4. Conduct risk based evaluation of complex technical issues that may have significant commercial impacts to overall project execution and manage the timely delivery of technical attachments and scope description to all purchase orders for fabrication and construction contracts.
5. Manage the Master Data Register (MDR) and own the engineering schedule and critical milestones (HAZOP, Model Reviews, engineered equipment procurement; ROS dates, etc.). Through personal knowledge and experience together with previous lessons learned identify and address any schedule delays.
6. Manage engineering design in accordance with the project's change management program ensuring quality assurance and production timing of engineering deliverables is in accordance with the approved project execution schedule.
7. Develop and monitor project engineering budgets ensuring all activities are funded in order to successfully meet the project deliverables. Monitor, investigate and reconcile any significant variances as necessary including resolution of EPC contractor claims.

Part B: Person Specification - Minimum Requirements
Qualifications
* Bachelor degree in Engineering.
Knowledge and/or Experience
* 15 years' experience preferably within the oil and gas industry, of which 10 years' operating at a senior project engineering management level with overall responsibility for engineering execution.
* Broad and extensive knowledge of engineering design standards, specifications, codes and appropriate safety criteria.
* Extensive knowledge of Subsea pipelines, offshore facilities and structures design, construction, and operations.
* Broad knowledge of engineering administration.
Technical and Business Skills
* Excellent written and spoken English.
* Strong technical, analytical and problem-solving skills.
* Strong organisational, planning and interface skills.
* Strong leadership, influencing and interpersonal skills.
* Proficient in Microsoft Office suite of software programs etc.
