The Role:
Working Schedule Work hours per day: 10 hrs/day
Work Days per Week: 6 days/week
Work day per Month: 26 days/month
Work Location: Japan Onshore
Department/Project: NFE Onshore
Estimated Start Date: 01-May-2019
Estimated End Date: 01-May-2020
Contract Term in Months 12 Months

Key Job Accountabilities
Key Result Areas:
* Prepares classified estimates at the FEED stage and afterwards
* Supports the bidding process by development and preparation of cost estimates for capital projects and participates in negotiations with the bidders
* Understands WBS process for developing the Estimation Cost Breakdown Structure
* Develop measures and reporting system aligned with bench marking to achieve pacesetter levels
* Can execute take-offs from Civil, Structural, Piping and Electrical Single Line Drawings and applying appropriate rates to prepare cost estimates
* Prepares detailed Budget Estimates and updates thereof
* Subject Matter Expert on Cost Estimating. Assists Project Teams with the implementation and stewardship of Project Controls Documents and Systems
* Coordinates with Project Team for the development of all Classified and Unclassified Cost and Schedule Estimates and Estimate Confidence Packages.
* Provide Cost Estimating support to all NFE Onshore projects
* Prepares detailed Budget Estimates and updates thereof
* Capable of handling multi-estimation tasks simultaneously
* Proficient in writing all related procedures
* Promotes inter-departmental communications and encourages teamwork. Establishes clear communications between the PMTs and Contractor.
* Participates in gathering and recording lessons learned for the project.

Communications and Working Relationships:
*Works closely with the Project Controls Head for day-to-day cost estimating activities including Definitive Cost Estimate, Estimate Confidence Packages, and Change Order Management. Provides support with preparation of various reports and PLT presentations.
*Participates in:
1) Weekly Progress Status
2) Kick-Off Meetings with the Contractor and PMT to ensure common understanding of cost, schedule, estimating, progress measurement, and change management requirements (as required). This requires effective communication, initiative, flexibility and an ability to induce collaboration.
*Maintains regular contact with other members of the Business Team especially with Cost and Schedule team members and with counterparts in Qatargas Organization.
*Interfaces with various project teams and departments on resolving related issues that requires effective communication, initiative, flexibility and an ability to induce collaboration.
*Conducts briefing sessions for project team members with respect to cost estimating and control requirements and processes.

Essential Skills / Qualifications:
Bachelors of Science in Engineering with relevant experience.
Thorough and extensive knowledge of:
- Estimating & project controls principles, theories, concepts and tools.
- Qatargas and ExxonMobil practices, processes, and expectations with respect to Estimating.
*Minimum of twenty (20) years broad experience in the area of cost estimating, cost control and change management, with hands on site experience.
*Minimum ten (10) years experience associated with engineering, procurement and construction for large (> $1BN) Onshore Facilities.
*Minimum five (5) years experience associated with engineering, procurement and construction of large onshore LNG plants.
*Expert knowledge in cost estimation.
*Excellent computer skills. Proficient in the use of MS Office (Excel, Word, Power Point and Outlook)
*Expert level knowledge in cost control & monitoring of large EPC projects.
*Expert level knowledge in Change Order management for large complex projects.
