The Role:
To support and carry out SHES related functions for Early Site Works (ESW), with support in all aspects of SHES management. Support on-boarding of Contractor(s)/ Subcontractor(s) and ensure compliance to SHES requirements. Assist with PTW coordination and interface including RLIC and QG.

Job Context & Major Challenge(s)
*The Safety Advisor will be responsible for SHES aspects during ESW, and also support EPC preparation works. The advisor will focus both on field and office based activities and shall be well versed and familiar with both RLIC and QG requirements, with a special focus on Risk Management. He will also act in capacity of Head SHES for ESW when required.

Key Job Accountabilities

1. Job Purpose:
* Responsible for the development, review and implementation of SHES programs during ESW, including development of procedures in line with Project SHES requirements, RLIC and QG requirements.
* Responsible for field based activities including leading of tool-box talks, task instruction oversight, perform audits, carry out investigations, environmental monitoring etc.
* Liaises with multiple interfaces (Onshore Construction, PMT, EPC Contractor, OpCo and RLC) to ensure Project requirements for SHE&S have been implemented and permits are obtained where required.
* Support the evaluation and on-boarding of Contractor(s) / Subcontractor(s) for ESW and support the technical bid reviews for EPC.
* Act in the capacity of the SHES Head for ESW in case required.

Other: Ensure SHES deliverables completion on target for ESW.
3. Key Result Areas:
* Ensure that Contractor policies and procedures (SHES deliverables) are developed and comply with reference framework
* Ensure that mobilization of Contractor for ESW is done safely and initial phases of Project is executed in line with Company expectations
* Ensure that Risk Management Program is developed and facilitate Construction Risk Assessment on regular basis, and other Project related Risk Assessments as required
* Support and ensures that SHES deliverables are completed on time and at the right quality
* Ensure that field work is performed safely and fully in line with Company SHES expectations

* Establishes credibility with peers, sub-ordinates and supervisors.

Essential Skills / Qualifications:
knowledge Skills and Experience:
* Bachelor or Associates degree in Engineering/ Science or Diploma (at NVQ level 5) in Occupational Health and Safety preferred and ten (10+) years' experience in the Oil & Gas industry in SHES field.
* Worldwide experience with EPC Contractors and construction sub-contractors in particular those involved in the construction of onshore production facilities (i.e. green-field and brown-field work).
* Excellent interpersonal and communication skills (written and verbal).
* Strong teamwork, facilitation, with the ability to communicate and interact at all levels of the organization.
* Ability to work with diverse cultures to obtain world class performance.
* Knowledge of Industry SHE&S Standards & Specifications, in particular QG and RLIC.
* Recent experience (last 5 years) on Qatargas Projects and working in Ras Laffan Industrial City
