The Role:
Manage and monitor the Safety, Health, Environment and Security arrangements including procedures, plans and processes pertaining to the NFPS I1P1 Project - Jackets, Topsides and pipeline fabrication to ensure project deliverables comply with approved Contract and project plans.

Key Job Accountabilities

1) Lead the Project PMT HSE team, providing regulatory advices and guidance
2) Perform, Health & Safety inspections and audits in compliance with project HSE activity schedule and COMPANY expectations
3) Review and approve the Contractor's Project HSE Documents as per the Contract requirements
4) Provide direction and work effectively in a complex multinational and multi-cultural environment
5) Develop effective working relationships with PMT and Contractor's team
6) Liaise when necessary with the Project Environmental and Regulatory Specialist
7) Promote and support the identification, assessment and management of HSE risks in line with the HSE MS, Risks Management standard and ALARP principles
8) Participate in the review of Job Safety Analysis for all critical activities and confirm that the residual risks are as low reasonably practicable (ALARP) prior to work commencement
9) Ensure within his area of responsibility that all activities are properly covered by a specific or routine risk assessment or by a JSA
10) Ensure daily that Contractor's fabrication teams are conducting effective Tool Box Talk sessions and task risks communicated to the workforce with the appropriate mitigation measures
11) Ensure with the training program for Company personnel is effectively implemented and monitored.
12) Ensure that Contractor training program is properly implemented as per the Project Contract requirements and Project SHE&S Plan
13) Conducts periodic meetings with the Contractor to review progress and report on the Project HSE performance
14) Provide consolidate weekly and monthly HSE activity reports to the Project Head of HSE
15) Ensure that trend analysis is performed by Contractor concerning all incidents, observation/action cards and include the results within the periodic reports
16) Participate in the Weekly Management tour and subsequent debriefing. Ensure findings are recorded by the Contractor within the HSE Action Tracking Register (as per Contract requirement)
17) Coordinates the scheduling of HSE field personnel activities to ensure adequate coverage for project requirements
18) Participate in the weekly and monthly HSE meetings organized by Contractor (as per Contract requirements)
19) Support Contractor for the Project Behavioural Safety Program (or equivalent) implementation on the Project
20) Ensure that information, lessons learned, safety messages are properly cascaded to the workforce and posted on project safety boards
21) Propose safety campaign topics in coordination with the Contractor Project HSE Leader
22) Ensure that all reportable and recordable incidents, as per the stewardship and categorisation requirements, are reported by Contractor within the time frame as stated within the Contract Exhibit 8
23) Participate in Contractor's incident investigations and root causes analysis sessions
24) Ensure that adequate Emergency Response arrangements are in place including trained, competent emergency personnel and fit for purpose equipment
25) Advise line management on resources and equipment needed for adequate work performance

Essential Skills / Qualifications:
* Bachelor Degree (BSc) in engineering discipline and/or diploma in occupational health and safety
* Minimum 15 years of experience as a HSE professional with minimum 5 years spend in Lead/Head role
* Experience of managing major EPC Contractors and fabrication activities in Asia yards.
* Experience in implementation of HSE systems and building HSE capability and competence.
* A high level of proficiency in written and spoken English
* Computer literacy involving the regular use of professional office applications and some technical applications
