The Role:
HEAD OF CONTRACTING ASSURANCE & REPORTING - EXECUTION, PLANNING & SERVICES

Provides leadership, guidance in Project Support Services functions comprising of:

1. Lead, coordinate and support Major Projects thru timely execution of key activities relating to FEED/ EPC Contract Administration, compliance to QGPMS and Project Control requirements, Change Order/Claims Management; ensure that all activities comply with standardized processes and are delivered to the highest possible standards with full audit-traceability.
2. Advises on all conceptual, unclassified and classified cost and schedule estimates for Pre Gate 2 teams. Provide support in preparation of ITT's for FEED. Provide targeted Gate 2 deliverables and ensure timely Gate-passage.
3. Coordinate Post Gate 2 and Gate 3 activities by providing support to FEED and EPC Teams in setting up Organization, establishment of systems and procedures, funding approvals, including WP&B (Advance Commitments, Full Funding and supplementary funding wherever appropriate), Commercial Agreements, Interface Agreements within Qatargas and outside with other Operators/ Shareholders.
4. Provide Post Gate 5 transition support in the areas of Commercial Interfaces (Buy-in/ Buy-out, FSDSA), Claims settlement, Pending Change Order Approvals, Warranty Claims, and facilitating final approval of FAC/ FCC thru coordination with Operations and other stakeholders.
5. Provides mentoring and leadership to assigned Project Controls personnel reporting Project Management Leadership Teams. Effectively implement Qatarization program, by providing appropriate training.
6. Develop and deploy of Tools, Benchmarks, modularized estimate blocks to support estimate and schedule analysis. Develop and maintain effective work process and tools - Schedule Analyzers, Estimate Databases, PMOC databases
7. Corporate process owner for QGPMS - PMOC Procedure and Project Control Procedure. Participate in corporate governance activities - Independent Project Reviews (IPR's), Cold Eye Reviews (CER's) and
Shareholder Audits and ensure no major findings and observations made.
8. Responsible for providing professional advice, in consultation with Supply Organization, on tendering strategies and contractual management. Responsible for managing the Major Group Commercial & Shipping Departments Contracts Engineering activities in relation to development of Capital Projects objectives and in compliance with Qatargas Policies and Procedures.

Major Project Group Depts, Subsurface Group, Commercial Dept (as per project/business requirement), Engineering & Projects Group,
SHEQ Dept, QGMS Dept, Qatargas Operations (North and South)
External:
Qatar Petroleum and other QG Shareholders/stakeholders as
required

Essential Skills / Qualifications:
Minimum Bachelors of Science in Engineering, or Engineering Technology, with relevant experience.

Knowledge and Experience:
Thorough and extensive knowledge of:
1. Hands on engineering knowledge in one of the core discipline engineering (Process/ Mechanical/ Piping etc.) coupled with professional qualifications in Cost Estimating/ Cost Accounting/ Project Controls
2. Project controls principles, theories, concepts and tools.
3. Qatargas practices, processes, and expectations with respect to project controls.

Minimum of fifteen (15+) years experience in the area of cost estimating, scheduling, project controls and contracts with minimum 5 years in leadership positions.
Minimum five (10) years experience associated with engineering, procurement and construction for Offshore and Onshore Facilities.
Experience in Project Controls and Contract Management with relevant contract (Lump Sum, Unit Rate, Reimbursable).

Technical Skills:
Managed at least 2 Major Projects in Concept
