The Role:
JOB DESCRIPTION
Well Engineering Contract Holder

1. General Provisions

1.1 This Job Description outlines the responsibilities, rights and liabilities of the Well Engineering Contract Holder (Well Engineering Contract Holders group, Wells Business Support Subdivision, TD Business Support department, Technical Directorate) of the affiliate Branch of Sakhalin Energy Investment Company Ltd. (hereinafter - Employee, Org.Unit, Company).

1.2 This position directly reports to the Head of Well Engineering Contract Holders Group.

Additional instructions may be issued by the Head of Wells Business Support Subdivision or by a person acting in his/her capacity. These instructions shall be followed only in case they are not in conflict with the instructions of the Line Manager.

The Employee shall also take instructions as may be issued from time to time by the Head of TD Business Support department.

1.3 Dimensions:
- The Well Engineering department has an annual budget of ca. $450 mln. The Well Engineering Contract Holders Group is responsible for management of contracts valued in excess of $1.5 billion

1.4 Qualification requirements:
- higher professional education in an engineering or commercial discipline;
- 5 years' experience in offshore drilling or completion and 3 years supervisory experience with an international service company;
- Or relevant 'A' Level with 10 years field experience in drilling or completion activities.

2. Employee's Responsibilities

The job responsibilities of the Employee are identified on the basis and in the scope of the qualification requirements and may be amended and identified due to operational needs as the case may be.

The Employee performs the following responsibilities:

2.1 Actively participates in development and execution of category strategy for group of contracts under responsibility, together with C&P wells Category Managers:

2.2 Initiates development and execution of contracts strategy for group of contracts under responsibility, together with C&P wells Category Managers:

2.3 Ensures effective contracts sourcing and award activities:

2.4 Manages the contracts under responsibility post award

2.5 Manages contracts administration

2.6 Effectively liaise with the Technical Expertise Holders in the well engineering and subsurface departments as required;

2.7 Effectively liaise with the Shell Group Global Category Managers and Technical Expertise Holders as required;

2.8 Effectively liaise with local and regional Contractor Management to deliver the best performance possible under the contract;

2.9 Ensures full compliance with Shareholder and lender notification, reporting and approval.

2.10 Performs other tasks received from Line Manager and performs all other responsibilities required for fulfilment of the tasks and functions assigned to the Org.Unit.


3. Knowledge Requirements

The Employee shall have the knowledge of:
3.1 Basics of effective international and Russian legislation with regard to his/her responsibilities.
3.2 Develop Contracts (Knowledge)
3.3 Develop and manage supplier relationships. (Knowledge)
3.4 Manage Contract execution (Knowledge)
3.5 Apply Supply Chain Management Tools, Technology & Processes (Awareness);
3.6 HSSE Performance Management (Awareness)
3.7 Company's objectives, development strategy and Journey Book.
3.8 Company's structure and senior management team.
3.9 Company's local normative acts.
3.10 Internal Working Rules.
3.11 Rules and standards of HSE.
3.12 English language skills: advanced speaker.
3.13 Business communication rules.
