The Role:

Be the day to day focal point for all Materials, Logistics & Customs Control issues including inventory management, HMRC obligations and Contractor management of company assets.

Key Accountabilities
Customs Control
Be the focal point for all Material Imports/Exports and lead the development of the existing Customs Control register in accordance with new HMRC Regulations. Ensure Customs register of Import receipts is maintained by asset focal points as per statutory requirements. Conduct monthly review and liaise with asset focal point on any anomalies.
Manage materials' customs status while in storage and when transported offshore.
Be the Focal point for all material disposals in accordance with Company Procedures.
Lead in the development of additional Maximo customs and inventory reporting of materials (in house and at third party contractor sites) in compliance with new HMRC requirements
In conjunction with the Company Tax Advisor and the Materials & Logistics Team Lead, advise the business on changes and developments in HMRC legislation.
Be the focal point for the appointed Freight Forwarder.

Assist in managing the Base Service Contractor warehouse and yard activities, and third party storage sites, ensuring the storage and maintenance of company materials in accordance with best practice and company procedures.
In conjunction with the Drilling Inventory Analyst, the Base Service Contractor and the Finance department, manage a stock checking schedule to ensure periodic audit is undertaken.
Participate in the development of best practice warehouse materials control process in conjunction with Base Service Contractor and monitor post implementation against agreed KPI's.
Conduct rationalisation of all Materials and Equipment including disposal, relocation and ascertaining customs provenance of items. Additionally, follow through with the cataloguing and uploading of the items to the Maximo System in conjunction with finance

To support the Materials & Logistics Team Lead in the development & implementation of operating processes and procedures to ensure a standard approach is developed in the control (including HMRC requirements) and shipping of materials and equipment.

Major Challenges
Engaging and influencing stakeholders in all matters materials and logistics with limited formal authority

Working with HMRC to understand the new regulations and develop processes and procedures to ensure compliance. Liaising with the Company Tax Advisor as required to seek confirmation/agreement on the process.

Indirect (internal employees / external parties):
As a member of a service delivery function, the role requires reporting progress to the M&L Team Lead and interfacing with contractor personnel at various storage sites.
Liaising with third party vendors who are retaining company owned materials to establish monthly reporting requirements including movements and HMRC details.
Engaging discipline engineers to agree disposition (retain or dispose) of material inventories at third party locations and at Company's storage location.
Liaise with HMRC during audit visitations.

Certificate of Customs Competency or other customs qualification (preferable)

Candidate Profile (include Skills & Experience, Attributes, Behaviours)
Skills / experience:
* Extensive Oil & Gas, Materials & Logistics experience in an Operator/Service Company/Well Project Management Environment.
Knowledge (e.g. systems, software, procedures, regulations):
* Good working knowledge of computerised full cycle business management systems specifically relating to Materials Management areas with system implementation experience preferred. Knowledge of Maximo preferred.
* An in depth working knowledge of materials management and custom related control with past experience in the development of materials and customs process & procedures and has had previous experience of engaging HMRC.
* An in depth exposure to materials management systems and ability to create technical descriptions and follow company nomenclature for the cataloguing of items and has developed understanding of QA/QC requirements for materials.
* Knowledge of Production and Drilling principles and best practices - e.g. the standards and legislation pertinent to the activity/discipline being undertaken.
* Computer literate, with good hands on knowledge of Microsoft Office: Word , Excel & PowerPoint.
