The Role:
Our client is one of the world's leading energy companies, with approximately 60,000 employees working in countries around the world. We explore, produce and transport crude oil and natural gas; refine, market and distribute fuels and other energy products; manufacture and sell petrochemical products; generate power; and develop future energy resources, including biofuels and geothermal energy.

Project: OASIS (Optimization of Automated Safety Instrumented System) Project modifies existing and installs new safety instrumented systems in all process units located in the five CVX operated refineries (Cape Town, El Segundo, Pascagoula, Richmond, Salt Lake City). The intent of the project is to bring all Safety Instrumented Functions into compliance with the ISA84 Standard. Implementation will coincide with planned plant turnarounds and will span 1 to 2 turnaround cycles (5 to 10 years).

Summary: The OASIS Project Controls Analyst will provide project controls to support both program and project level management, for multiple Project Managers to enable predictive and disciplined cost management. The Project Controls Analyst will be responsible for all aspects of Cost Engineering namely Project Planning, Change Management, Project Controls, and Assurance. Responsibilities include but are not limited to:

Responsibilities:
Supports the funding process, preparation for FID, and service order requests.
Tracks project performance using earned value management, make project plan adjustments where needed, and tracks change log
Interfaces with scheduling and procurement to ensure all critical items are reflected in cost report to aid decision making.
Supports business planning activities including, regular updates to forecasts, accruals and cashflow management.
Creates, tracks and manages Service Order Requests, and invoice reconciliation.
Participates in cost and schedule assurance, risk reviews, benchmarking, and lookback activities as needed.
Engages others to develop shared understanding of client needs, problems, process improvement opportunities, or changes as needed.
Supports the mentoring and training of suppliers who contribute to the Cost Engineering process by serving as a first line of support to offer guidance and assistance.
Consistently considers problems, process improvements, changes, etc. with an enterprise mindset

Qualifications:
A four-year degree in Engineering, Construction Management, or Business related with at least 3-10 years of experience in Cost Engineering.
Demonstrated experience with formal project management systems, principles and associated processes, practices, or tools. AACE International certification or PMP certification is preferred but not necessary.
Knowledge of Ariba, Maximo, SAP, is a plus.
