The Role:
Job Title: Helicopter Landing Officer (HLO)
RUSSIAN Citizens only

Reports to: Sr Logistics Advisor
Job Location: Sakhalin Island, Russia

Scope of work:
1.1. The HLO is responsible for providing aircraft crews with information on the helipad status, weather and other data required for the aircrew to make decisions on aircraft takeoff from and landing on the helipad.
1.2. The HLO is a direct report to the Aviation Nogliki Staff.
1.3. HLO activity shall be governed by Civil Aviation Flight Manual, Civil Aviation Weather Support Manual, Flight and Weather Instructions for the landing area Company Supplement relating to flight guidelines for the landing area and other regulatory documents as applicable.
2.1. Primary Responsibilities: The main responsibility of HLO is to meet and safely dispatch passengers and luggage and to provide timely communicate information to aircraft crews.
2.1.1. In order to carry out the above responsibilities, the HLO shall:
● Know radio communication procedures and phraseology.
● Know the primary performance specifications of the aircraft operating on the helipad.
● Know how to operate radio and communication equipment, to make and to read radiograms (messages)
● Be able to operate and read the weather measuring equipment installed on the helipad, to make actual weather reports, storm notifications and transmit them to the weather agencies and other parties provided for by the established procedures, and to evaluate weather situation based on the actual weather status and local features of the helipad area.
● Know the procedures related to air transportation of passengers and cargo, including dangerous (DG) goods.
● Know the passenger safety rules when boarding and leaving aircraft, and the luggage and baggage uploading/offloading procedures.
2.1.2. When beginning duty the HLO shall:
● Inspect the helipad and complete the daily helipad/helideck checklist and inform Aviation of any discrepancies.
● Check the weather and transmit the weather report.
● Confirm the planned flights for the day and review any known flight restrictions and limitations in the area, and also to read guidelines (instructions) from the direct supervisor.
● Check communication equipment for operational readiness.
2.2. Weather support.
2.2.1. HLO shall hourly observe and send weather reports containing the following data to the base AMSG and AMTs:
● Wind (direction and speed);
● Horizontal visibility;
● Weather features;
● Clouds (amount, shape, ceiling);
● Air temperature;
● Air pressure;
● Clouds over high obstacles, mountains, mountain crossings.
2.4.1. Should the weather be close to minimums established for aircraft operations on this particular helipad, additionally monitor and report ceiling and horizontal visibility every 30 minutes;
2.4.2. Provide non-scheduled observation at the request of the official in charge of flights.
2.4.3. Transmit the data of hourly monitoring to AMTs beginning 2 hours prior to flights.
2.4.4. During flight time, thoroughly track the status of unsafe weather in the area of the helipad, maintain non-stop observation, make telegrams: notifications on beginning and worsening of bad weather shall go with STORM index, end of bad weather notifications shall go with AVIA index; make reports to the officials in charge of flights and transmit the information to the available communication units for further transmittal to the base airport and aircraft crews in flight.
2.4.5. Record observation results to the special log.
2.4.6. Interview incoming crews about weather status en route and in the area, enter the obtained information on unsafe weather to the log and transmit to AMTs using the available communication equipment.
2.4.7. Check weather telegrams delivery status and take actions for delays and late deliveries.
2.4.8. When the helicopter approaches, the HLO shall:
● Set up radio contact and report the following to the aircrew: air pressure, ceiling, rainfall/snowfall (if any), horizontal visibility, wind speed and direction at the land, outer air temperature, helipad status, and unsafe weather (if any).
● Report aircraft landing time to Aviation per the established procedure.
2.3. Passenger Handling: The HLO shall:
2.3.1 Notify passengers on departure time and expected delays.
2.3.2. Hold a safety briefing; explain aircraft boarding/leaving procedure and in-flight rules and answer any questions.
2.3.3. Every time, prior to safety briefing, announce to the passengers that they are required to introduce for examination any substances, cargo or objects that are not allowed for air transportation per policy, which they might have with them.
2.3.4. Not allow a passenger for flight if he/she refuses to pass a personal examination and get hand-carried possessions and luggage examined.
2.3.5. Make sure the aircraft is ready for passengers boarding.
2.3.6. Prior to passengers boarding the aircraft, announce the aircraft approach procedure and accompany the passengers.
2.3.7. When accompanying passengers to the helicopter with the rotating blades (landing without shutdown), maintain control of the passengers and do not allow any deviation from the desired route.
2.3.8. Not board passengers during aircraft refueling.
2.3.9. Ensure survival suit policy is complied with.
