The Role:
Purpose
Support the ABU-West Business Unit meet local content PSC obligations and execute its Timor-Leste Local Content Strategy, by providing specialist assessment and advice in the implementation of relevant processes associated with the consolidated local content plan.


The position has three primary responsibilities:
1. Provide local content advice to contract sponsors during initial assessment of contract work-scopes, and carry out evaluations of local content proposals submitted during competitive tenders and contract negotiations, ensuring consistency with the ABU-West Timor-Leste Local Content Strategy and associated principles.
2. Provide specialist advice and support to sponsors across all relevant functions, in managing the implementation of the local content commitments associated to their work scopes.
3. Support the local content team in execution of objectives in communication, planning and reporting of local content processes and outcomes, both externally and internally.

Key Accountabilities

* Support contract sponsors and specialists to ensure local content activities comply with requirements of the PSC's, and are consistent with the ABU-West Timor-Leste Local Content Strategy, associated principles and the consolidated local content plan.
* Support the annual procurement plan by assisting Contract Sponsors with the assessment of contract work scopes for appropriate local content application. Maintain and update a shared register of local content approach and status for each scope of work including scopes/contracts selected for the application of a Centralised Enhanced Training Approach (CETA)
* During the contact negotiation process, assess and evaluate contractor's local content proposals, and work with successful contractors to ensure development of robust local content plans. Develop and maintain associated records of evaluations and local content proposals and plans.
* Support contract sponsors and contract specialists in discussions with contractors regarding local content, both for plan creation and their oversight/managing of the implementation.
* Maintain a high-level tracking tool of contractors' local content plans progression versus commitments, with input from the reporting cycle and contract sponsors, including identification of upcoming opportunities agreed in local content plans, to assist a synergistic approach in delivering local content.
* Ensure local content process remain current and understood by relevant client and contractor personnel.
* Support the Local Content Senior Advisor to prepare integrated local content plans, reports, forecasts, presentations and roll out campaigns including liaising with other contributing departments and assist in responding to queries from the regulator and other stakeholders
* Support the Local Content Senior Advisor in spot checking and monitoring local content reporting data as quality assurance and assist with capacity building of the team.
* Identify local content material for the relevant local content communications business partner and support the review and validation of the communication piece.

Essential Skills / Qualifications:
Experience
* 5-7 years' experience in a social development related role.

Desirable Skills / Qualifications:
Qualifications/Competencies
* Relevant tertiary qualification such as Social Sciences or other relevant degree
* Demonstrated experience in working with the implementation of local participation requirements and strategies within a supply chain process, including evaluation of vendor proposals.
* Must exhibit effective collaboration skills across multifunctional teams.
* Excellent written and oral communication skills.
* Must have advanced Microsoft Excel skills or Database management.
* Experience in working with oil and gas or mining industries, is preferred.
* Must be able to keep track of process implementation, and clear records
* Experience with Timor-Leste activities will be viewed favourably
