The Role:
This role is responsible for managing the planning and executing the offshore removal and onshore disposal of offshore facilities included in the platform Decommissioning project. The role will lead scoping, contracting, removal and disposal activities from Pre-FEED to Execution and close out.

Key Accountabilities

Lead the tendering process and review of proposals for relevant works in order to recommend most suitable contractors
Oversee the successful contractors plans for removal and disposal of the facilities. Ensure contractors execute R&D activities in full compliance with technical and commercial obligations
Access opportunities to increase delivery of Timor-Leste content through R&D scope execution, and as determined, develop and execute plans to successfully deliver those opportunities.
Support the PM in the compiling, review and approval of project and corporate deliverables. Ensure all R&D deliverables are completed on schedule and to the required technical standard.
Ensure that all R&D related contractual/commercial issues are managed to protect the project's interests, in compliance with contractual provisions.
Ensure R&D input into the project risk register and ensure that mitigating plans are developed and implemented.

Key Responsibilities

Recommend strategy for the removal of offshore platforms as well as subsea pipelines and structures
Support contract negotiations following tendering of scope of work
Define preparation works required to prepare the platform ahead of dismantlement and support the implementation of the plan through selected contractors
Review and validate lifting analysis, global temporary in-place analysis, motion & transport analysis, sea fastening design, towing and anchoring analysis in line with appropriate codes and standards
Support the Decommissioning Compliance and Assurance team in the definition of the decommissioning assurance and validation strategy for platform dismantlement; provide adequate engineering support to ensure validation.
Lead engineer(s) and develop their abilities in the decommissioning area
Provide input to the development of cost estimates and schedules for R&D scope
Ensure management of construction scope change/control.
Provide input into R&D plans and Ensure that all R&D scopes are executed incompliance with applicable codes and standards
Set an example an active and visible role model; promote good communications and a positive work environment within the team and with contractors/suppliers.
Actively promote Company knowledge sharing; apply best practices, synergies and lessons learned from other projects and operations. Establish close-out report for the project.
Implement the agreed dismantlement strategy, inclusive of but not limited to tender preparation and evaluation, contractors' management, engineering review and validation, planning of resources, execution of activities and close-out.

Essential Skills / Qualifications:
Bachelor's degree in civil/Structural/Mechanical/Marine Engineering or Naval Architecture, with relevant experience in the dismantlement or construction of offshore assets in the Oil & Gas, renewables, transport and installation, heavy lift or marine engineering sector.
Relevant experience in engineering, project management, planning, logistics and relevant legislation, and will have executed multiple major offshore construction and/or decommissioning projects, including reverse floatover operations for large fixed platforms.
Demonstrated strong leadership skills in order to develop others, provide timely feedback and guidance to other engineers and the decommissioning manager as well as interact with the decommissioning team and the wider business. 
Minimum 15 years of experience within the offshore construction or decommissioning industry (20+ years preferred)
Experience supervising offshore operations or project execution
Good written and verbal communication
