The Role:
Role Purpose:
The Estimator will own the entire project estimate (using the standard company estimating tool called the "Project Tender File" PTF) for the purposes of pricing the full scope of work on invitations to tender and ensure they are produced in a timely manner for review by management and in advance of the tender submission deadline.
The Estimator will also support the Business Development department in its wide array of activities, which includes but is not limited to: 3 point estimating, norms collation/ usage, external benchmarking, bid preparation.
The Estimator is a part of the Tender Technical Integration (TTI) group. The TTI is an integrated group of staff who are collectively responsible for delivering ITT (Invitation to Tender) responses, proposals and prices. It is therefore a requirement for the estimator to accept and fulfil a broad range of tender responsibilities rather than just core 'estimating' and a flexible working pattern, including late evenings on occasions, to ensure very tight tender submission deadlines are met.
On occasions, the Estimator will be required to support live projects; e.g. completing estimates as part of an internal make-buy consideration for manufactured equipment.

Key Activities / Decision Areas:
* Prepare an estimate including competitive costs for each item of the technical and commercial scope of each tender; covering all functions of the opportunity i.e. Project Management, PMO, Commercial, Engineering, Procurement, Manufacturing, Quality, Commissioning and Installation
* Ensure technical estimates are prepared on time and presented to senior management for review
* Ensure all estimates are robust covering the entire scope of work and requirements stipulated in the works information/ specifications and offer value to our customers, whilst generating a satisfactory return to the company
* Obtain/ assist/ challenge procurement in obtain major subcontract/ COTs materials from supply chain during tender and identifying any risks therein (3 prices required on each material/ subcontract for all bids)
* Ensure cash flows are prepared for each estimate to support the commercial estimate review/ price fix
* Ensure estimate accuracy/ risk analysis is carried out for each estimate and advice given on risk and contingency to support the commercial estimate review/ price fix
* Prepare an estimate handover package for won bids in adequate time and format to allow effective project control
* For the majority of sizeable bids, prepare "3-Point" estimates i.e. Maximum (Worst Case), Most Likely & Minimum (Worst Case) to take account of differing levels of uncertainty in the various areas of scope on multi-disciplined projects
* Liaise with Project Controls to obtain "norms" information and learning curve norms relating to actual project performance and comparison against the estimate to improve the estimating process
* Work with Key Account Managers and wider BD team to establish and develop benchmarking data to ensure improved competitiveness in the market
* Develop and improve corporate estimating methods and data, ensure individual expertise is incorporated in the corporate system
* Ensure department QA procedures are followed and contribute to developments as necessary to meet company and department requirements
* Support bid governance reviews (e.g. Green Team Reviews) as required
* Assist in wider tender co-ordination activities (e.g. proposal preparation, risk and opportunity capture, assumptions, exclusions capture)
* Assist bid lead in ensuring all deliverables of ITT are logged, tracked and completed
* Support the Head of BD, Head of PMO, Head of Commercial, Tender Technical Coordinators (TTC) and wider TTI in any ad-hoc business development support activities (e.g. exemplar questionnaire responses, estimating norms database, tender win/ lose KPIs etc.)
* Effective cooperation within the Tender Technical Integration group
* Support Programme Manager(s)/ Project Managers during make-buy assessments where an internal manufacturing estimate is required for equipment for comparison with prices for buying from an external supplier.

Essential Skills / Qualifications:
- Experience in estimating in a manufacturing environment with a hands on background in mechanical fabrication/ welding/ machining bias
- A demonstrable track record in the preparation of detailed estimates, preferably within the nuclear and/ or defence sectors
- Development of financial estimates for all contracting types (e.g. NEC3 Options A, C & E)
- Management of prices from subcontractors and key equipment providers
- Demonstrable experience of bidding complex projects
- Strong communication and people / team management skills
- A broad understanding of Risk and Opportunity (R&O) management (identification and quantification of R&O
- Experience of appraising and assimilating project schedules (derived from the P6 Primavera software tool) and the ability to interpret and understand programmes
- Working knowledge of the NEC3 & NEC4 suite of contract conditions and pricing mechanisms (e.g. NEC3 Options A, C & E)
