The Role:
Role Purpose

Management System Policy and Framework, Control and Maintenance, Certification and Approval, Audit and Review, System Conformance, Compliance and Performance Feedback, Support to Business Improvement.

The scope of the role covers acting as Management representative with responsibility for ensuring that the Management Systems comply with organisational, customer and other interested parties needs and the requirements of any national/international standards and codes of practice, legal or statutory requirements within the industry sectors the business operates to develop, deploy and manage Business Management System, in accordance with Customer, Regulatory and Business needs through the development and maintenance of an SHSEQ Governance system that includes a programme of internal auditing, management review and key performance indicators so as to facilitate achievement of business goals and to assure compliance to customer standards.
They will interface with Customers, External bodies and lead the response to external audit requests.
Coordination of SHSEQ improvement plans across the business, driving continuous improvement and embedding Assurance across the organisation.
Coordination of SHSEQ training and awareness plans.
Coordinate SHSEQ internal corrective and preventive action activities and assure effective and efficient close out of actions.

The role specifically includes responsibility the day-to-day management and interface with the Security Controller who role is appointed though the Operations board. As such, the Security Controller function under the delated authority of the board is an executive one, however, overall contractual responsibility remains with the Board of Directors.

The specific aspects associated with the security controller are is for interpreting, implementing and monitoring security controls for the appropriate protection of government classified assets (PMI) held on sites

Key Activities / Decision Areas

Management System Policy and Framework
Establish and communicate the required management system frameworks from which will operate and deliver its strategic aims and objectives. This includes integration and adoption of any AE Group/ANN SHSEQ management system integration requirements
In conjunction with the relevant Service Function and Business Unit leads (Policy & Process Owners), establish and define the Policies, Practices and Governance needed for current and future business needs.
Establish and maintain the required management system frameworks from which will operate and deliver its strategic aims and objectives.
Ensure that processes are in place to ensure that the risks and impacts to the Management Systems, Policies and Frameworks are understood and managed in terms of new, obsolete or changes to applicable legislation, statute, codes and standards
Provide support, information, training, advice and guidance to the business as required in respect to the Management System Policy and Framework

Compliance with the HMG Security Policy Framework (SPF) and any associated Defence and Nuclear requirements for current Client needs and future stakeholder needs. The SPF covers the following requirements:
o Governance, Risk Management & Compliance
o Protective Marking & Asset Control
o Personnel Security
o Information Security & Assurance
o Physical Security
o Counter-Terrorism
o Business Continuity
Control and Maintenance

Ensure that all documentation that sits within the Groups' management system frameworks is controlled and managed through the SHSEQ Function
Ensure that all documentation that sits within the management system frameworks is maintained in terms of ownership, approval for use, periodic reviews, change control obsolescence, change control, period reviews.
Provide support, information, training, advice and guidance to the business as required in respect to Control and Maintenance

Certification and Approval

 Ensure that all Certification and Approvals required by the company for its current and future needs is controlled and managed through the Function
 Ensure that all such Certification and Approvals are embedded and maintained through the applicable management system frameworks
 Ensure that that all such Certification and Approvals are maintained in line with the needs of the business and associated assessment and surveillance costs managed on behalf of the company
 Ensure that the results of Certification and Approval are documented, communicated and actions required are agreed, reported and managed commensurate with the risk/opportunity
 Provide periodic reports and metrics as required by Management and the business
 Provide support, information, training, advice and guidance to the business as required in respect to Certification and Approvals

Audit and Review for Conformance, Compliance and Improvement
 Ensure that all documentation that sits within the companies' management system frameworks is subject to independent audit, review and is managed through the Function
 Ensure that the Audit and Review of the management system frameworks is maintained in terms of having a defined schedule of audits that is based on risk and importance and undertaken by competent auditors.
 Ensure that the results of Audit and Review are documented, communicated and actions required are agreed, reported and managed commensurate with the risk/opportunity
 Provide periodic reports and metrics as required by Management and the business
 Provide support, information, training, advice and guidance to the business as required in respect to Audit and Review

International/National Standards, Codes, Legislation
 Ensure that a process and required systems exist to ensure that all such documentation as required by the business is controlled and managed through the Function or other delegated areas where the level of control is needed
 Ensure that a process and required systems exist to ensure that all such documentation is maintained in terms of ownership, approval for use, periodic reviews, change control obsolescence, change control, period reviews.
 Ensure that a process and required systems exist to ensure that all such documentation is subject to review, the impact and actions from this review are agreed, reported and managed commensurate with the associated

risk/opportunity
 Ensure that a process and required systems exist to provide support, information, training, advice and guidance to the business as required in respect to such documentation

Support to Business Improvement
 Ensure that the management system processes and practices and products is subject to either audit, review, measuring, monitoring as applicable and the results used for analysis to drive improvements and reduce the cost of

non-conformity, SHSEQ or risk to the business
 Provide periodic reports and metrics as required by Management and the business
 Provide support, information, training, advice and guidance to the business as required in respect to Control and Maintenance

Staff Development
 Manage the Staff providing coaching and assistance in the delivery where necessary in order to align employee and company aims and objectives;
 Improve individual and team performance through development and career management
 Increase open and transparent communication between managers and employees.
 Identify appropriate training to respond to the needs of the ever-changing organisation in an increasingly competitive environment, matching the needs of the organisation and individual team members.
 Manage organisational and team high level goals and objectives

Internal Communication
* Ensure that all SHSEQ issues are effectively communicated and that site information and legislative changes are identified and followed up
* Ensure that there is a satisfactory SHSEQ interface up and down the company supply chain
* Support senior management to ensure;
o Employees are clear on the SHSEQ strategic aims and objectives of the company and how they can impact these
o Develop and foster a common company SHSEQ culture
* For Security - reporting directly to the Director Responsible for Security of all List "X" security compliance matters

Management System Performance
* Ensure that regular reporting of SHSEQ Performance and issues are effectively communicated through the forums and formats established by the Operations Board and Operations team and as well as provision of other

performance reports required by the business
* Reporting of the following, by exception, is considered a mandatory as part of the Governance and Assurance role on behalf of the Operations board:
o Breaches of Security, HSE and Contract Quality requirements
o RIDDOR Events
o Major Non-Conformances from Audit and Review
o HSE statistics
o Customer Complaints

Functional Budget Management & Control
 Ensure that the SHSEQ Management System spend is managed within the agreed budget and integrity of Financial delegated authority is maintained
 Provide an input into the budget planning process for all projected Management System spend in respect to the functions and Companies SHSEQ Opex, Capex, Training and Developments needs

 Knowledge of ISO 9001, 14000 and OSHAS 18001
 NEBOSH Diploma
 Experience of developing and implementing processes and procedures.
 Lead auditor experience
 Experience leading investigations / problem solving
 Experience of delivering bespoke Training Material
 High level of competence in MS Office products
 Successful applicant will be required to be security cleared to at least SC level without restrictions for this appointment
