The Role:

Reporting to the Site Project Manager
Responsibilities include:
Integrate the Commissioning Team into the Existing Site Team - Project Controls/Planning/Engineering/Subcontracts/Precommission/Construction
* Support the Commissioning Manager in preparation of 01.17.03 (Construction to Commissioning Safety Management Transfer plan)
* Facilitate SimOps planning
* Ensure all commissioning material, utility and tool requirements are defined and that procurement is managed to meet the needs of the schedule.
* Ensure commissioning tool assets are managed.
* Coordinate interfaces between site and Home Office groups as required to meet the needs of commissioning.
* Plan and coordinate the manpower support needs from the Construction Team, vendors and the General Contractors.
* Support the Commissioning Manager in preparation of detailed planning with manpower resourcing and earned value and in developing weekly and monthly Client facing progress reports
* Keep abreast on the developments on PCA and Technical Risks
* Ensure the Construction Team and Commissioning Teams are aligned on the Definition of Mechanical Completion, both in the EPC and GC Contracts. This will include
* Definitions of the timing, activities and deliverables required to support the various contractual steps to achieve ICOD and FCOD.
* Ensure that predecessor activities are completed at the correct point to allow ICOD and FCOD to be achieved.
* Ensure that all activities, certification of completion of tasks and deliverables are completed to ensure on time payment of milestones as part of the payment schedule.
* Coordinate and ensure a PRE-ORI review is performed to red flag MBS punch list items that require extensive durations to rectify.
* Early set up of PERMIT Room - Permit books, locks for lock out, Plot Plans, coordinate and ensure site team is inducted early on the expectation of AP Permitting System. Ensure that sufficient competent Permit Issuers are available to meet the permit control workload.
* Take the lead to follow through on action items raised in recent as well as upcoming commissioning planning meetings with Site Team.
* Coordinating with Commissioning Manager and ensuring there is a technical induction pack given to all commissioning resources during the on-boarding process
* Monitor the recruitment activities to support the required site manpower for the commissioning and startup phase.
o Represent the Company in meetings with the Client, interfacing EPC's, sub-contractors, and other stakeholders. Lead meetings and record minutes of meetings as required.
o Manage the Client at the Site
o Support the interests of the Senior Project Manager at the site, in particular in relation to safety, security, cost optimisation and management, and schedule control
o Support and promote the implementation of the Project Safety, Security and Quality plans
o Support and promote the implementation of the Project Execution Plan
o Provide strong leadership and coordination to ensure the site team is working effectively to achieve the project KPI's. Identify and address risks and issues, escalating to the Site Project Manager and Senior Project Manager as required
o Provide leadership to ensure prompt prioritisation and coordination of all unforeseen issues at the site, escalating to the Site Project Manager as required. Provide cross-functional coordination on site, with external stakeholders, and with the offshore team as required.
o Manage all expenditures at the site in accordance with Company and Project Procedures, and Delegation of Authority
o Manage time capture and approvals for all reimbursable supervision team resources
o Manage the site assets and maintain the associated Asset Register
o Deputise for the Site Project Manager if requested
o Generate information and write regular progress reports as required by the Site Project Manager and Senior Project Manager.

Essential Skills / Qualifications:
* Engineering degree in a relevant discipline e.g. chemical engineering
* At least 12 years relevant experience in a project role in industrial gases, oil & gas or related industry, at least 5 years of which should be associated with commissioning and startup of similar facilities
* Familiarity with managing the transition from construction to commissioning/start up especially the permit to work process and the management of safety during this period.
* Familiarity with the commissioning and startup of similar industrial gases plants
* Air separation process design/operating experience
* Team Player
* Strong communicator written and oral
* Strong and effective leader and coordinator
* Organised, disciplined, able to perform under pressure and manage multiple priorities and parallel tasks
* Strong Microsoft software skills, particularly Excel
* Familiar with SP Materials and STAC/Aconex
* Familiar with AP's SAP cost reporting work process
* Strong report writing skills
* Ex

Desirable Skills / Qualifications:
* Saudi Aramco experience
* Experience of working on camp based construction sites in remote Middle East locations.
