The Role:
JOB TITLE : Head, Information Management
REPORTS TO : Vice President, Offshore Business
JOB PURPOSE:
Strategize and formulate OBU's data and information management master plan and budget that are aligned with the business objectives and operational needs to ensure operational efficiency and safeguard the OBU's data, information, assets and interest.
Strategize and lead the digitalization efforts ensuring timely development and implementation of solutions such as system security, system availability, integrity, responsiveness and business requirements to support OBU's business growth and operational needs.

PRINCIPAL ACCOUNTABILITIES:

Information Management Master Plan
 Strategize and formulate the annual plans, Strategies & Initiatives (SI) and budget of Information Management requirements and systems enhancement ensuring operational efficiency and safeguard the OBU's data, information, assets and interest.
 Formulate and develop Information Management technical architecture, technology standards, infrastructure planning and systems deployment to ensure secure, reliable and timely availability of required systems.
 Plan the harmonization of multiple systems, infrastructure and resources to optimize resources and operational efficiency.

Operations & Services
 Strategize and formulate the cost-effective information systems and infrastructure through identification and application of latest IT technologies, systems and global best practices that meet service commitments (system security, availability, responsiveness) to support OBU requirements and business needs.

Systems Provisioning, Development and Implementation
 Formulate the procurement strategies, tender and contract evaluation, design development and implementation for systems initiatives to ensure successful implementation as per project objectives and within approved budget, including interfacing with the external vendors on systems requirements, development and implementation, collaborating with Group ICT.

Systems Maintenance and Support
 Strategize the implementation of maintenance and support initiatives for all applications systems to ensure the systems reliability, availability and security are not disrupted to support the business and operational requirements.

Policies, Guidelines & Procedures
 Develop an Information Management framework, policies and guidelines to support the OBU's data and systems management requirements ensuring compliance with relevant Group ICT governance guidelines and procedures.

Risk Management
 Strategize the risk management (covering IT systems-related project management, breach of cyber - IT or systems security, etc.), internal controls as well as disaster recovery plan in protecting OBU's data, information, assets, system integrity and security, in consultation with Group ICT to ensure alignment and governance.

KEY CHALLENGES:
 Constant changes, enhancements and upgrades with increased risk of technology.
 Different ideas from various units with different priorities and budgets to achieve individual objective (in some cases objectives are not aligned to OBU's targets due to individual, local or industry requirements).
 Various geographical locations of project and offices which require depth of knowledge in international laws/ requirements to effectively engage the users.
 24/7 support across different international time zones which reduce the support windows allowed to perform regular maintenance to weekends and a few hours on weekdays.
 Harmonization of common applications and infrastructure to realise cost efficiencies in platforms across various geographical locations that OBU is operating in.
 Highly dynamic IT environment where the technological change is rapid.
 Coordinate with Group ICT to aligned both OBU and Group ICT requirements.

JOB KNOWLEDGE, SKILLS & EXPERIENCE:

 Consultants, vendors and contractors.
 Business partners i.e. clients and other service providers.

EXPERIENCE:
 At least 17 years of relevant experience in ICT and/or systems applications/development in oil & gas industry, with minimum 5 years in leadership or senior management role.
 At least 8 years of specific experience in managing IT application development, implementation and operations.

QUALIFICATION:
 B.Sc. in Computer Science, Information Systems or a relevant specialization.
 Business related degree or MBA would be desirable to better understand business operations and requirements.
