To direct, guide and manage the project procurement team working on large FPSO projects, whilst leading and performing all forms of procurement function engagement and ensuring corporate governance is maintained through the process.

Ideally will have handled Major EPCIC Projects with Contract value in the order of 1.5 - 2 Billion USD
Proven capability of handling Individual procurement packages up to US$ 1.0 Million.

PRINCIPLE RESPONSIBILITIES:
 Provide leadership and functional management of the project procurement team.
 Develop, guide and instruct procurement team to achieve personal, team and project goals.
 Develop project specific procurement strategy and plan to feed into overall SPL strategies and plans.
 Support the ambition to be recognised as a leading provider and operator of 'High Value and Complex FPSO facilities.
 Manage successful delivery of procurement deliverables (Tendering/RFQ/Pricing Enquiries) for the bid phase within project schedule requirements.
 Conduct vendor identification and prequalification activities and establish procurement package vendor bid lists.
 Manage and integrate HSEC, quality, document control and planning/scheduling functions into the procurement function and vendor engagement process.
 Conduct early engagement with vendors, RFQ and tendering activities as required.
 Provide package/vendor progress reporting back into the project controls functions for estimating, cost management and schedule.
 Provide daily/weekly/monthly reporting on procurement functions as required by the Project SPL Manager.

Execution Phase:
 Provide leadership and functional management of the project procurement team.
 Develop, guide and instruct procurement team to achieve personal, team and project goals.
 Support the ambition to be recognised as a leading provider and operator of 'High Value and Complex FPSO facilities.
 Ensure procurement team is adequately resourced for the execution phase of the project;
 Manage successful delivery of procurement deliverables (tender/RFQ/award) for project execution within project schedule requirements.
 Maintain procurement package vendor bid lists.
 Maintain and facilitate ongoing interface with HSEC, quality, document control and planning/scheduling functions within the vendor management process.
 Conduct vendor engagement, RFQ and tendering activities as required.
 Conduct vendor management and performance reviews in accordance with corporate and project requirements.
 Provide package/vendor progress reporting back into the project controls functions for estimating, cost management and schedule.
 Provide daily/weekly/monthly reporting on procurement functions as required by the Project SPL Manager.

KEY CHALLENGES:

 Develop current working practices to successfully deliver major international FPSO through EPCIC Projects & Operations
 Working in a multi-cultural environment across multiple countries and locations
 Develop enough package detail and definition to ensure accurate costs to support the bid process.
 Establish suitably experienced and competent procurement team to support the project.
 Minimise exposure to project and corporate risk while maximising cost savings by providing suitable risk sharing contractual positions.
 Establishing and maintaining corporate relationships in a new global supply chain.
 Proactive interface management of timely technical deliverables required for execution of tendering and award activities.

EXPERIENCE:
 10 - 20 years relevant experience in the execution of major Offshore Oil & Gas EPC projects.
 Minimum Years of FPSO Experience: 9
 Number of FPSO Projects (throughout relevant phases): 3
 Procurement tendering, negotiation and administration: 10 years;
 Claims management and dispute experience: +10 years;

QUALIFICATION:
 Degree in relevant discipline.
 Ideally hold or working towards membership of an appropriate professional body (CIPS).

SKILLS:

Ability to confidently manage, inspire and develop a competent team with a range of abilities and experience levels.
Ability to work in multicultural environments with sensitivity to local custom while maintaining a high performance team.
Detailed working knowledge of current procurement practices in a EPC environment.
Strong negotiator and strategist.
Understanding of supply chain management including transport, handling and storage requirements.
Understand local customs and quarantine requirements from a supply chain perspective as is relevant to international construction projects and the work Sites.
Understand local content regulations and requirements, with the ability to manage compliance expectations.
