The Role:

Lead Regulatory Compliance & Local Content
ORGANISATIONAL RELATIONSHIP:

REPORTS TO : Functional: Head QHSE Department
JOB PURPOSE:
The incumbent shall be employed on OBU Floating Production projects, ensuring business objectives (Safety, Specification, Quality, Cost & Schedule) are maintained throughout the project life cycle.
Bid Phase: Develop a Regulatory Compliance Action Plan and a Local Content Management Plan, to ensure full compliance with all applicable Brazilian regulations.
Execution Phase: Implement Regulatory Compliance Action Plan and Local Content Management Plan.
DIMENSIONS:
Financial Perspective: Major EPCIC Project with Contract value in the order of 1.5 - 2 Billion USD
Organisation Perspective: Responsible for Management / Supervision of subordinates: N/A

PRINCIPLE ACCOUNTABILITIES:
Full compliance with all applicable Brazilian regulatory requirements.
All regulatory approvals obtained in a timely manner without onerous conditions.

PRINCIPLE RESPONSIBILITIES:
Identify all applicable Brazilian regulatory compliance requirements and ensure completeness
Develop and implement a Regulatory Compliance Action Plan, which includes management of regulatory changes.
Develop and implement a Local Content Management Plan.
Develop and maintain a Regulatory Compliance Register which contains all compliance requirements.
Ensure full understanding and commitment of Project Team to comply with regulatory requirements without schedule, cost or quality impacts.
Provide advice to responsible Project Team members to enable their compliance with regulatory obligations, including documentation requirements.
Liaise with relevant Regulatory Bodies regularly to advise progress and identify any issues.

KEY CHALLENGES:

Develop current working practices to successfully deliver major international FPSO through EPCIC Projects & Operations
Supporting Company (MISC) ambition to be recognised as a leading provider and operator of 'High Value and Complex FPSO facilities'
Working in a multi-cultural environment across multiple Countries and Locations
Identifying all applicable regulatory compliance requirements.
Ensuring that responsible Project Team members meet their compliance obligations.
STAKEHOLDER MANAGEMENT & WORKING RELATIONSHIPS:

EXPERIENCE:
10 - 20 years relevant experience in the execution of major Offshore Oil & Gas EPC projects.
Minimum Years of FPSO Experience: 9
Number of FPSO Projects (throughout relevant phases): 3

QUALIFICATION:
BSc. Degree in relevant discipline.
Ideally hold or working towards membership of an appropriate professional body.
