About the role:
To provide experienced Category Specialist know how and leadership in the UK for personnel reporting to the Category Team Lead.

The activity supports all sourcing activities, from the development of Strategy & Bid Lists, and subsequent RFP preparation, including the development of Evaluation Criteria, and the negotiation and placement of Contracts. Post Contract Management and Supplier Management activities shall be executed through established processes.

In addition, the role holder will be required to complete analysis and review and make initial recommendations in the areas of Variation Requests and Claims, across a broad spectrum of Contracts in the Projects portfolio. A strong working relationship with the Projects Technical teams based in Southern Iraq, supports Contract implementation.

Key accountabilities HSE:
* Leads HSE and promotes compliance with the Code of Conduct and the Values People:
* Supports the Category Lead and Category Manager/s who are based in Iraq
* Communicates openly with Senior Stakeholders and Management to ensure alignment and ownership of Procurement & Supply Chain Management activities
* Provides Leadership and guidance to the wider Projects team based in the UK
* Supports Category Specialists in the development and review of activities sets to assist in continuous improvement and coaching

* Drives and influences demand planning activities to facilitate the achievement of the Annual Work Plan & Budget
* Works alongside the Cost Team to deliver robust cost management of Contracts to reduce risk through rigorous contract management, including the development of risk mitigation plans
* Manages due diligence in mitigating external supply risk and is proactive in providing solutions to risks identified Influences and executes the development of long term Strategies to maximise value and efficiency for the business

* Shall be required at any time to manage multiple sourcing events in the Projects area Utilises ISNetworld to define bid-lists and issue Expressions of Interests (EOI)
* Prepares and supports the presentation of Strategy & Bid List (SBL) for approval by the relevant Governance Board Prepares all necessary RFP and Contract documentation for issue through ARIBA OneSource and all subsequent clarifications and Supplier communications
* Develops appropriate contracting documentation and works with Stakeholders to define and develop Scopes of Work and associated Evaluation criteria
* Prepare and develop Bid Evaluation Plans (BEP) Prepares and presents Recommendation for Award (RFA) for approval by relevant Governance Board and ensure timely execution and implementation of Award Recommendations

Contract and Supplier Management:
* Undertakes Contract Management activities across multiple Contracts, including the issuing of Call Offs.
* Support Supplier Performance Management against established Key Performance Indicators and monitor through Performance Review Meetings to ensure continuous improvement of supplier performance and delivery, and leverage the position of the Company appropriately
* Works alongside HSE or other investigations as required Is proactive in the identification of cost reduction activities through renegotiation and/or retendering activities, including the development of Negotiation Strategies
* Supports continuous improvement in Contractor Safety performance and operational risk reduction with particular focus on Potential High Consequence Activities (PHCA) and improvement in process safety

Essential education:
* Maintains accurate records in MAXIMO and ARIBA of all sourcing events and Contracting activities to ensure compliance and cost recovery, and supports Category Specialists to ensure standards are maintained.
* Performs Counter-party Due Diligence checks
* Support Internal and External Audits as required
* Champions the use of ISNetworld for suppliers within the Iraq region
* Supports the coaching and development of Basra Oil Company (BOC) and local Iraqi Agency colleagues
* University degree or equivalent in Supply Chain Management, Business or Law
* MCIPS or equivalent professional Procurement and Supply Chain Management qualification

Essential experience and job requirements:
* Strong understanding and experience of Projects based Contracts
* Track record of successful Procurement & Contracting delivery in complex, challenging international environments Joint Ventures working with NOC's
* Analytical abilities including marketplace and financial analysis, including the ability to interpret data sets
* Experience of Claims and the associated Contractual implications and management
* Strong Ms Word, Excel skills
* Strong ARIBA, MAXIMO and ISNetworld skills Ability to communicate effectively with suppliers and internal clients
