The Role:
This role is for an Azerbaijani project. The Project will build a new Integrated Production, Drilling, Utilities and Quarters Offshore platform to be installed in the Caspian Sea, Azerbaijan.
The role will initially be based in Leatherhead (UK) before relocating to the selected fabrication facility in Baku (Azerbaijan), and will report to the Topsides C&I Commissioning Lead.

The C&I Commissioning Engineer will be responsible for the delivery of instrument commissioning of assigned systems across the topsides, with specific emphasis as follows;

* Be actively involved, in the site safety systems, including but not limited to:
* Site Management Safety walk through
* Risk assessments
* Risk Assess It, Talk It, Check It (RTC)
* Permit to Work (PTW)
* Incident reporting and investigation
* Safety Observation and Conversation (SOC)
* Behavioural Observation safety System (BOSS)
* Provide HSE Leadership and work with the selected contractor to deliver fully on the client's expectations on HSE.
* Definition of System and sub-system limits including mark up and coding of P&ID's.
* Coach and train National Azerbaijani Instrument personnel and ensure that they are provided opportunities to attend formal training courses which benefit the Project and would enhance their capabilities.
* Review and Input into Engineering AFD and AFC documents.
* Participation in all Safety and Hazop reviews of the facility design.
* Attend Factory Acceptance Tests at supplier's premises.
* Input into the compilation of Commissioning Test Procedures and ITR's
* Respond to engineering site queries where clarification of design is required and liaise with Eng contractor where an Engineering response to SEQ's is required
* Witnessing and acceptance of Site Acceptance Tests.
* Fully conversant with the client's System Handover Management requirements
* .Attend site RTC meetings and participate in level 2 risk assessments
* Ensuring Instrument Commissioning personnel carryout their work and are fully trained in accordance with site PTW procedures.
* Perform Area Authority duties in accordance with PTW procedure
* Understand the client's competency guidlines for IEC 61511
* Attend commissioning meetings.
* Responsible for the management of interfaces between field equipment and ICSS
* Responsible for implementing, execution and completion of all discipline work-scopes detailed within Commissioning Test Procedures
* Responsible for the safety & management of Instrument Commissioning personnel and vendors reps under their control when on-site
* Compilation of a weekly progress report to their line manager.
* Control of "As building" documents in accordance with the project procedure

The Company:
Our client is a super-major oil and gas operator.

Essential Skills / Qualifications:
HNC/HND or recognised Engineering Degree

* A high-level of communication and interpersonal skills.
* Experience of effectively interfacing and working together with Design / Construction Contractors and Operations entities.
* Experience with HSSE issues related to on-site construction activities.
* Deep knowledge of Instrument Systems and field equipment used on onshore or offshore Oil and Gas facilities and understanding of the commissioning process.
* Deep understanding of the client's Construction and Commissioning Defined Practices for both Greenfield and Brownfield projects and the latest international standards that assure integrity of build and construction quality.

Desirable Skills / Qualifications:
* Previous experience in similar role would be a distinct advantage.
* COMPEX training previously completed.
