The Role:
The post of Wells PSCM Category Specialist reports to the Category Team Lead - Drilling and Measurements.

The role includes the safe, compliant and effective execution of Drilling and Measurement service and product lines, which includes OCTG, WellHeads, Well Head Maintenance, E-Line, Well Placement, Mudlogging, Perforating, Drilling Tools, Bits, Rental Tools, Coring etc.

Daily activity supports 'end-to-end' sourcing, from strategy and bid list preparation to RFP development, evaluation, negotiation, contract award, post award contract management (including call off management), supplier and performance management activities all within the boundaries of established framework and supply agreements.

The role supports the implementation and delivery of the Wells Contractor Safety Management Program; Continuous improvement in the space of local supply base development, Supplier quality and performance management; Compliance with the Procurement Operating Standard and local government and partner governance requirements.

The successful candidate shall work closely with all stakeholders to control and monitor expenditure and add value through the adoption of a strategic Category Management approaches. Utilises best practice Category Management processes and procedures to ensure business requirements are fulfilled and value is optimized across the Region. Builds and manages supplier relationships, local content/supplier diversity.

Key Accountabilities

Performance:
 Drives the demand planning and establishes category management plans to facilitate achievement of business goals
 Delivers robust cost management and minimizes business risk through ensuring rigorous contract management controls
 Undertakes due diligence in mitigating all external supply risk from supplier selection through to contract execution and management
 Applies and champions common processes and contributes to continuous improvement of these

Strategic Sourcing:
 Execute the strategic sourcing of defined products or services within the Drilling and Measurements Sector;
 Utilise the supplier registration database to define bid-lists and issue Expressions of Interests (EOI);
 Prepare Strategy & Bid List (SBL) for approval by relevant Governance Boards (CRC, CMC or JMC as applicable);
 Prepare all necessary RFP and Contract documentation for issue through Ariba OneSource;
 Apply appropriate local contracting templates and work with Technical stakeholders to define and develop scopes of work and evaluation criteria;
 Prepare and develop commercial evaluation models, Bid Evaluation Plans (BEP) and contracts payment sections collaboratively with PSCM counterparts;
 Actively manage tender process including all bidder clarifications and communications through to contract award.
 Prepare Recommendation for Award (RFA) for approval by relevant governance board(s) and ensure timely execution and implementation of resulting actions and award endorsements;

Contract and Supplier Management:
 Undertake contract administration activities including Call Off issuance, support invoice queries and any dispute resolution as may be required
 Deliver robust cost management and minimise business risk through ensuring rigorous contract management controls. Monitor spend report data to ensure spend is within contract sanction value. Flag requirements for new sourcing activity
 Support supplier performance management against established Key Performance Indicators; monitor through Performance Review Meetings to ensure continuous improvement of supplier performance and delivery;
 Support HSE or other investigations from time to time as required
 Support cost reduction activities through negotiation and/or retendering activities, including development of contractor engagement plans and negotiation strategies
 Continuous improvement in Contractor Safety performance and operational risk reduction with particular focus on Potential High Consequence Activities (PHCA) and improvement in process safety
 Input to region wells and PSCM risk registers and implementation of mitigation actions



Essential Skills / Qualifications:
 University degree (3-4 year Bachelor degree) or equivalent
 MCIPS or equivalent professional PSCM qualification

 Strong understanding and experience of implementing the principles of Category Management.
 Track record of successful PSCM delivery in complex, challenging international upstream environments.
 Analytical abilities including marketplace and financial analysis as needed for category management
 Strong Ms Word, Excel skills
 Ability to communicate effectively with suppliers and internal clients

Desirable Skills / Qualifications:
 Experience working in the Middle East
 Experience of application of Ariba/ OneSource
 Experience in SAP (Maximo, Primavera systems)
