The Role:
The SCM Contract & Sourcing Specialist is an integral role elevating our requirement for commercial expertise with external suppliers and contractors while developing and maintaining seamless support with internal business partners/stakeholders. The individual hired for this role will be responsible to manage, assist, and facilitate pre/post-contracting and sourcing activities relating to Client. The scope covers developing and executing sourcing strategies, negotiating terms and conditions for governing agreements, negotiating commercial terms as well as subsequent contract formation, management and administration.

Overall Areas of Responsibility
* Provide leadership and expertise on commercial content and negotiation support to internal stakeholders for scope specific contract development and implementation
* Ensure that Supply Chain is represented during the formation of commercial relationships to ensure corporate compliance, ethical treatment of suppliers and drive value for the organization
* Support the development and on-going post-award contract management activities including dispute resolution, claims support, scope of work and compensation agreement amendments
* Provide contracting expertise and guidance for both strategic and routine requirements pertaining to various service and material agreements
* Participate and influence negotiations between internal stakeholders and external suppliers
* Build internal stakeholder relationships to understand their SCM requirements and build fit for purpose strategies that mitigate risk, add value and meet Client policy guidelines
* Provide and track reporting metrics to ensure cost savings realization resulting from implemented contracts, drive rate validation and optimize understanding of spend across stakeholder groups
* Ensure sourcing and contracting methodologies comply with Client Policies and Procedures
* Adherence to Supply Chain Policy, Supply Chain Standard and the Code of Business Ethics & Conduct
* Specific Sourcing and Contract Formation Responsibilities
* Execution of a pre-qualification process
* Compilation of RFP documents (i.e. sourcing event timeline, scope of work, proponent questionnaire, contract exhibits and RFP instructions to proponents); this requires close collaboration with internal stakeholders (i.e. Contract Owners) as well as fellow supply chain colleagues
* Preparation of commercial contract exhibits
* Selection of optimal master agreement (i.e. terms and conditions) template to govern the work to be awarded/contracted
* Primary single point of contact throughout the tender process
* Holding commercial meetings (i.e. RFP kick-off, clarification and evaluation meetings)
* Leading negotiation efforts on Contractor exceptions to CPC terms and conditions with support from the technical business unit and CPC legal team
* Preparing recommendation for award subsequent to market event evaluation and alignment with internal stakeholders
* Implementation of scope of work and subsequent commercial terms into contract documentation
* Specific Contract Administration Responsibilities
* Change Management - review and validate confirmation of contract change requests, amendments and claims
* Coordinates with site owners and support functions (i.e. Project Controls, Planning, Technical/Contract Owner)
* Coordinates proper closeout of assigned contracts per the closeout procedure
* Ensure the contractor is paid in accordance with the contract provisions and will resolve any invoices issues that may arise
* Notify the contractor in advance of any upcoming audits that will be performed with the provisions of the contract
* SCM point of contact for internal audits to ensure that all documentation pertaining to the contracts is current and represents accurately the status of the contract
* Track and report on upcoming contract expiries to ensure required agreements are negotiated and renewed prior to expiry

Essential Skills / Qualifications:
Required Skills/Competencies
* Minimum college diploma in Business Administration, Law, or Supply Chain disciplines
* Minimum 5 years of Supply Chain/Contracting experience preferably oil and gas industry
* Enhanced software application skills (Microsoft Word, Excel, and SAP)
* Demonstrated knowledge of contracting terms and conditions, clauses, scope of work and compensation schedule development
* Commercial experience/expertise, and strong negotiation planning skills
* Ability to problem solve independently and deliver high quality work with minimal supervision
* Effective time management & strong organizational skills
* Keen attention to detail & adherence to quality work
* Experience with electronic contracting software (i.e. gCMS)
* Effective interpersonal communication skills with the ability to build & maintain effective, trusting relationships with internal stakeholders. Strong influence, facilitation & networking ability
