The Role:
The Sourcing & Contracting Specialist is a Supply Chain professional accountable for the cradle to grave development and management of contracting and procurement strategies within their defined categories.

1. Ensure compliance with, and report violations of Supply Chain, Internal Controls and Ethics policies.
2. Conduct review of key existing contracts within assigned categories to identify business risks and ensure commercial and technical competitiveness within the marketplace.
3. Work with business unit stakeholders to develop category/contract strategies designed to meet business requirements while ensuring a competitive cost of ownership throughout the contract lifecycle.
4. Accountable for new vendor justification process.
5. Approve single source justifications for any requests for the assigned categories.
6. Prepare and conduct RFI/RFP/RFQ events (generally over $100,000).
7. Manage all aspect of contract formation with vendors, including:
o Provide commercial feedback on acceptance/risks during contract negotiations to business stakeholders,
o Obtain legal/clause owner approval for deviations from controlled clauses,
o Maintaining an accurate contract change log during negotiations,
o Maintaining accurate records within the contracts database, and
o Ensuring invoices are receiving rate validation and Purchase Orders are being utilized.
8. Ensure budget and vendor alignment during annual "framework/procurement plan" program.
9. Responsible for contract issues, negotiations, and/or administration of licensing agreements including renewal, new business, invoicing, credit holds, receivable issues and consolidations.
10. Verifies all aspects of the order, including pricing to ensure conformance with company policy while maintaining a high level of customer satisfaction and responsiveness.
11. Anticipates problems and initiates actions to ensure customer orders are processed efficiently.
12. Performs contract administration, tracking, and monitoring contract changes, deliverables, funding limitations ensuring deliverance of timely notices to customer, cost performance and customer correspondence
13. Manage all required JV Partner approvals and audit (internal & JV) requests for assigned categories/contracts.
14. Organize and conduct vendor kick-off meetings for vendors related to transactional efficiencies and technology enablement initiatives.
15. Escalate vendor issues to ensure seamless delivery for materials/services.
16. Resolve and communicate recurring invoicing issues with vendors to ensure timely payment for goods and services.
17. Actively seek out and complete development training opportunities (personal or professional) as applicable.

1. 7+ years of experience working in the oil and gas industry in a Supply Chain role, oil sands experience preferred.
2. Experience conducting RFP events with a diverse set of stakeholders.
3. Experience negotiating contract provisions related to warranty, acceptance criteria, indemnity, title, termination and cancellation.
4. Requires a strong understanding of discipline.
5. Able to apply knowledge and experience to complex problems and develop recommendations.
6. Makes decisions within broad parameters.
7. Acts as an informal resource for others with less experience.
8. Working knowledge of SAP MM module
9. Adept data manipulation and interpretation skills using software such as Microsoft Excel, Spotfire, Business Warehouse

Minimum college diploma in business administration, law or supply chain with a preference for a bachelor's degree.
