The Role:
Commissioning Lead (Brownfield & Process) focus on planning and coordination of commissioning activities relating to
the Brownfield and Process systems of the GPX Plant, including review of Contractor deliverables as well as oversight of
project team discipline specialists. The role is characterized by:
* Strong technical background in process systems, including LNG liquefaction, storage and offloading
* Capability to plan activities with complex interdependencies
* Collaboration with the Contractor to ensure requirements for commissioning activities are clearly understood and
adhered to
* Experience with operating facilities and brownfield execution
* Leadership to ensure project priorities of safety, quality, and schedule are achieved; includes a high level of
assertiveness to ensure effective communication and influencing of Engineering, Construction and Operations
functions on the Project Team.
Responsibilities of the Utilities Commissioning Lead shall include the following:
* Be familiar with the Contract Scope of Work and all Systems Completion Project Design Specifications (PDSs) including
specified discipline PDSs addressing installation and commissioning
* Support Commissioning Manager in oversight and communication of commissioning effort
* Monitor preparation, planning and execution of Systems Completion activities by Contractor
o Assess proposed Systems Completion Plan and provide key Commissioning and Operations inputs into
Contractor deliverables including but not limited to process system boundaries, sequence and priorities,
P&IDs, ISOs, procedures, schedules, plans, check sheets, Fishbone Diagrams, Skylines, loop folders, leak
test packs, Work Packs, PTW, TCPs, etc. and and communicate impact to commissioning, start-up, as well
as ongoing operations where applicable
o Support data verification activities of Systems Completion Database to ensure all required components and
necessary checksheets are included for their scope. Support effective Management of Change to maintain
the database in line with approved design changes
o Verify that Contractor's commissioning activities are thoroughly planned and staffed in order to support safe
* Demonstrate commitment to safety through engagement in Contractor's Commissioning Permit to Work, Mechanical
and Electrical Isolation and Safety Work Manuals to ensure efficient and safe execution of the work. Provides input in
the field to JSA's and Risk Assessments. Monitors contractor's adherence to Procedures and participate in Safety
walks, Hazard Hunts, attend toolbox talks
* Act as back-up for Commissioning & Start-Up Manager as Person in Charge (PIC) or Area Authority (AA) in the
Commissioning Work Management System
* Lead the Commissioning effort for Company in witnessing mechanical completion and commissioning performed by
o Coordinate the activities of the discipline specialists
o Identify Company commissioning resources required during key project phases and communicate them to the
Commissioning Manager
o Coordinate SC resources for selected FATs and SITs; ensure attendees fully understand their roles and
* Proactively work with Construction and Quality to address any early signes of quality issues or schedule slippage
* Recognize applicability of lessons learned available from other projects and ensure properly applied to the project
* Identify key commissioning execution issues and steward the implementation of applicable mitigation steps
* Assist in the development and implementation of hands-on training for operations and maintenance
* Support Systems Completion reporting during planning and execution as required in project team
* Identify and endorse isolation requirements between start-up phases and endorse removal of isolation after ensuring
readiness for start-up
* Interact with vendor representatives at site during commissioning. Facilitate vendor activities during start-up

* Support C&SU Mgr & SC Lead to achieve seamless transfer of "care, custody, and control" of systems (i.e. Turnover)
to Operations
* Provide support during post Start-Up surveillance, tuning, performance testing, and facility troubleshooting
* Faciltate capture commissioning lessons learned

Essential Skills / Qualifications:
Qualifications of the Commissioning Lead shall include the following:
* Must have Valid Transportation Worker Identification Credential (TWIC) card or be able to obtain prior to assignment
to GPP Site
* Bachelors degree in Engineering with 10 years relevant industry experience
* Knowledgable of Work Management Systems; understands roles of Person In Charge (PIC) and Area Authority (AA)
* Proficient in Planning and Scheduling with previous experience with complex schedules and interdependencies;
capable of reading Primavera schedules
* Demonstrated leadership skills through previous supervisory position, team leader position, engineering lead position
or other leadership positions
* Effective verbal and written communication skills; ability to clearly and concisely convey recommendations to
* Good facilitator with the ability to build consensus in areas of contention while enhancing working relationships; must
have a high level of asse
