The Role:
MAIN FUNCTIONS
The Contracts Engineer (CE) leads the implementation of the contracting strategies for the project and will assume the contract administration duties in the Houston area office (including EP & C tender for the Pipeline and Compressor Stations) and then at the project site.

TASKS AND RESPONSIBILITIES
* Lead development of and implement Contract Administration, including working with the Business Manager and Contracts and Materials Lead in aligning on contract administration responsibilities
* Participate in internal kick-off meeting with Company personnel to ensure contract awareness, review contract terms and conditions, change order process, and claims avoidance
* Assist with coordination of external kick-off meetings with Company and Contractor personnel to review key clauses of the Principal Document, Coordination Procedure, contract deliverables, change order process, and business practices
* Review / comment on Contractor's contracting and subcontracting plans, procedures / processes deliverables to ensure compliance with Company's requirements
* Develop detailed Contractor Early Deliverables Log, including roles / responsibilities for Company review / approval and target due dates
* Expedite / file Contractor commercial documents (e.g. insurance certificates, Parent Company Guarantees, LOCs, etc.). File original Bank Guarantees/LOCs per agreed processes
* Review and comment on the Contractor's Change Management Plan (Early Contract Deliverable)
* Coordinate change control process, including: amendments, change notices, change orders and other contract changes (MOC process) (Change Order log) (Deviation log) with Project Controls and Engineering for the Pipeline and Compressor Stations scope of work
* Review Contractor's compliance with Company's prevention of Illegal Information Brokering and compliance with business standards guidelines
* Coordinate review of Contractor's various proforma subcontracting documents with CML to ensure proper flow-down of EPC terms and conditions and assurance of risk distribution, engaging legal as appropriate
* Coordinate with Information Management Lead (IML) in the review / update project file system / procedures and Master Document Register
* Coordinate with IML and CML the Review / Update of PT contractual correspondence procedures. Will coordinate on-going / communications, including any notices associated with the contract (PT Document Distribution matrix) for the Pipeline and Compressor Stations scope of work and LNG Facility EPC for Sabine Pass Construction activities upon completion of Detailed Engineering
* Monitor approval process and compliance with invoicing and payment process
* Oversee Contractor's subcontracting activities, coordinate PT engagement in Company review / approval of individual subcontracting plans, and subcontract development activities from qualification through award / execution
* Coordinate preparation and issuance of milestone completion notices, turnover notices and acceptance notice(s) in accordance with contract and approval process / procedures for the Pipeline and Compressor Stations scope of work and LNG Facility EPC for Sabine Pass Construction\ activities upon completion of Detailed Engineering
* Monitor Bank Guarantee or LOC expiration dates and values vs updated contract value and adjust periodically as needed if significant contract changes have occurred; extend or return as necessary
* Advise project team of contract administration and subcontracting issues, and steps being taken to mitigate consequences
* Participate in PT weekly / monthly meetings with Contractor
* Capture and communicate contract administration and subcontracting lessons learned for project
* Develop the Contract Close Out Plan (part of Project Close Out Plan)
* Establish a close-out agreement with Contractor (settlement of any outstanding items)
* Verify and agree on final invoice, including release of retention, if any, plus secure release of liens and claims documentation prior to close-out
* Ensure all parties understand contract's surviving obligations
* Ensure orderly turnover of project (with regards to contracting) to operating organization

QUALIFICATIONS AND EXPERIENCE
* BS in Engineering preferred, but not required
* Upstream experience would be beneficial but not required
* 5 years QP, EM or industry contracting experience with some experience in projects preferred, but not required
* Experience in Project Services, Construction, or Production contracting areas preferable
* Knowledge and application of controls requirements (e.g. TOFA, DOAG, etc.)
* Strong analytical, negotiation, and communication skills
