The Role:
REPORTS TO: Quality Manager
SUPERVISES: Construction Quality Inspectors
MAIN FUNCTIONS
* Wholly responsible for implementing the Project Quality Plan for Pipeline scope at the Pipe DO and Pipeline Construction Sites
* Provide training for key staff
* Ensure execution of Surveillance Programs through development of Surveillance Plans and through ongoing monitoring and auditing
* Report quality issues, status, metrics and lessons learned to Project Management
* Manage efforts to resolve quality issues and make improvements to quality activities
* Procurement Quality Coordinator (PQC) role for all materials or equipment procured out of the Pipe DO (liaise with Facilities Procurement quality Coordinator for access to Inspection Advisors)
* Site Quality Coordinator (SQC) role for all construction quality activities for the Pipeline scope
TASKS AND RESPONSIBILITIES
* Promote Quality awareness at the Pipe DO and construction sites
* Ensure establishment and proper implementation of adequate control processes for the Pipeline scope per the Project Quality Plan
* Oversee Contractor's implementation of their Quality program and project requirements compliance:
- Approve Contractor's Pipeline Quality organization and monitor performance of key QA staff
- Review Contractor's standard contract and purchase order quality requirements language
- Review and approve Contractor's Quality Plan and Inspection and Test Plans (ITPs)
- Monitor Contractor's Quality Management execution
- Lead Engineering process quality assessments per Engineering Surveillance Program
- Participate in qualification of proposed Subcontractors or Suppliers
- Ensure Contractor's surveillance activities are commensurate with Criticality Ratings
- Review and monitor Contractor's quality audit program, and participate in selected audits
- Review Quality Plan of Suppliers of critical equipment / material
- Ensure Contractor is performing quality reporting per the contract
- Implement PT Procurement and Construction Surveillance Programs for Pipeline scope
* Develop / coordinate Pipeline Audit Schedule, audit sites and assist Quality Manager on project audits
* Review Pipeline project Quality metrics to identify and assist in resolution of issues
* Lead selection of Pipeline project inspection team
* Implement the Construction Surveillance Program for the Pipeline scope
* Develop Quality portion of Pipeline project close-out report
* Advise and inform Pipeline Project Manager and Quality Manager on quality issues, status and metrics
* Capture, document, implement and disseminate Pipeline scope Lessons Learned and Quality Alerts
QUALIFICATIONS AND EXPERIENCE
* Bachelor or Associate degree in Engineering or Science preferred
* 10 years' experience in responsible roles in Oil and Gas / Petrochemical project Quality Management
* Extensive experience and certification in auditing quality management systems and inspections
* Worldwide experience with Contractors and Suppliers involved in production facilities projects
* Experience working in client role on major production facilities projects is preferred
* Experience with project completions and documentation for operations turnover
* Must be proficient in common PC software (MS Word, MS Excel, etc)
* Read, write and speak fluent English with strong management, leadership and communication skills in both construction site and engineering / procurement office environments
