The Role:
MAIN FUNCTIONS:
The Planner/Scheduler LNG Plant focuses on oversight of the planning, scheduling and progress measurement and verification for the integrated project, the pipeline and compressors, and for the Environmental and Regulatory (E&R) interfaces. This position also serves as the Commissioning Planner, focusing on developing and updating commissioning and start-up planning deliverables for Company in order for the project team to test Contractor performance in these areas.

TASKS AND RESPONSIBILITIES:
Responsibilities of the Planner/Scheduler Environmental, Regulatory and Commissioning shall include the following:

1. Provide overall project schedule, progress measurement, and change management expertise
* Development, maintenance, monitoring, control and integration of the overall Project schedule (Level I and Level II)
* Putting in place a system for monitoring and verifying that the E&R are being met in a timely manner
* Be aware of the Contract Scope of Work and all E&R, Pipeline and Compressor Stations and Systems Completion Project Design Specifications (PDSs) including specified discipline PDSs addressing installation and commissioning.
* Identifying execution related issues that may impact the timing for application and receipt of E&R permitting
* Striving for timely detection of trends and specifically deviations from the plan
* Identifying any issues with schedule or progress reporting then resolving them with the EPC Contractor and SSHE&R group, making the Project Team management aware of systemic issues
* Reviewing the Contractor's schedules and how it relates to the E&R register for usefulness, logic, level of detail, input sources, timing, lines of communication, and interfaces with other project elements
* Review and provide input to Contractor planning related deliverables including but not limited to project schedule, commissioning schedule, fishbones, skylines, etc.
* Development, maintenance, monitoring, and control of the schedule for the Pipeline and Compressor Station scope of work
* Identifying critical path items and highlighting any concerns related to meeting completion timing for these elements
* Each month verifying a sample the progress claimed by the Pipeline and Compressor Station contractor for the FEED, E/P and C work all the way to the workface
* Be aware of the Contract Scope of Work and all Systems Completion Project Design Specifications (PDSs) including specified discipline PDSs addressing installation and commissioning.
* Review and provide input to Contractor planning related deliverables including but not limited to project schedule, commissioning schedule, fishbones, skylines, etc.
* Develop and steward regular updating of project commissioning and start-up fishbones, skylines, and schedules
* Validate all project and Contractor planning deliverables with discipline specialists and Commissioning Leads
* Support SC Lead in:
o Development of project team KPIs with regards to systems completion
o Provision of SC data to the Project Team

2. Review project changes to evaluate overall schedule impact; responsible for quantifying and incorporating the effect and impact of approved changes in the overall schedule stewardship and reporting.

3. Following alignment with Planning Lead, advise Project Controls Lead and Project Team of any potential schedule issues and when necessary, provide guidance, corrective actions and measures to mitigate any adverse trends. Assist Planning Lead and Project Controls Lead in developing and reviewing schedule corrective actions and recovery plans, and verify needed actions/plans are implemented.

4. Monitor and appraise the performance of the Contractors compared to agreed control plans in the areas of progress and schedule control.
5. Review Contractor's project control procedures to ensure that Company's and Contract requirements are met.
6. Review and check Contractors' progress reports for accuracy of progress measurement. When necessary, reviews and endorses claimed progress reported by Contractor.
7. Review, monitor and control the Contractors' schedules for all project activities for logic, level of detail, interfaces, etc (e.g., Level 3, Level 4, short-term look-ahead schedules).
* Analyze schedule and progress trends reported by Contractors.
* Analyze the planned quantity metrics projections for all home office and site disciplines. Monitors actual metrics quantities completed against planned.

QUALIFICATIONS AND EXPERIENCE:

* 10+ years industry experience; 5+ years in Project Services/Planning Experience
* BS in Engineering or Business related field (sufficient experience may substitute for degree)
* Familiarity with EMCAPS or similar project management best practices framework and key work processes
* Effective verbal and written communication skills with the ability to produce polished reports and communication packages
* Must have Valid Transportation Worker Identification Credential (TWIC) card or be able to obtain within 30 days of hiring
* Effective verbal and written communication skills; ability to clearly and concisely convey issues and status
* Team Player
* Ability to adapt to tight deadlines, heavy workloads, and frequent changes in priorities
* Knowledgeable of commissioning and start-up activities with minimum 5 years experience supporting mechanical completion, commissioning and start-up phase projects
* Proficient in Primavera and Microsoft Office suite of software programs.
