Our client, a large midstream oil and gas company, is seeking a Cost Estimation Engineer to join their team in Calgary, AB.

Responsibilities:

Managing cost estimation and risk analysis for the Pipeline Project during the Definition Phase of the Project.
Strong interface with Senior Scheduler.
Collects inputs from procurement and technical teams to trend costs from previous estimates.
Provides analysis of project costs to support commercial negotiations and optimization of supply and construction execution.
Maintains the Project Risk Register and leads the team through Quarterly updates.
Maintains detailed action plans that support mitigation activities on top risks.
Requires interface with all areas of the project team.
Will be the primary interface to the Project Team, senior leadership and the client for benchmarking, CAPEX (current or previous), risk and contingency.
Work is highly collaborative.
Requires very strong ability to drive work to completion on hard deadlines.

General

Coordinating the activities of Scheduling, Estimating and/or Risk Analysis functions
LNG Canada interface point with questions on benchmarking, CAPEX (current or previous), risk, contingency, schedule
Cost opportunity support (varied), including risk adjusted price trending

Estimating

Initially will provide a cold eyes review of current cost estimate and estimation methodology
Develop and maintaining Owners' cost estimates for implementation phase, including internal labour and external contractors
Overall maintenance and management of implementation phase CAPEX including the basis of CAPEX and other supporting documentation
Prepare spend profiles for Escalation, cost phasing, currency exposure, AFUDC
Develop benchmarking information with Benchmarking group (explain cost structure and scope components to accurate benchmarks can be produced) o Trending/variance to previous estimates (changes in cost and/or scope)
Review contractor/supplier pricing inputs and normalize to Project scope, as required
Prepare WBS; ensure alignment with schedule, Project Services and Company technical center
Organize Cold Eye/Peer reviews of estimates, facilitate
RFI evaluations, or review/validation of RFI evaluations prepared by SCM
Trending and maintenance of Bill of Materials (quantities, material type, component scope and pricing)
Preparation of internal and external reporting

Risk Management

Overall risk management process, including development of management procedures for execution readiness (risk management and reporting, contingency management and reporting, contingency drawdown)
Ownership of the risk register, including facilitation of review workshops
Ensure alignment with PDS/Technical Center
Ownership of contingency and escalation models
Detailed Risk Action Plans (update following changes in risk, facilitate progression of mitigation plans with Risk Owners and Responsible Managers)
Preparation of internal and external reporting

Scheduling

Quality checks for risk assessment o Perform risk analysis on schedule (Acumen)
Ensure alignment (WBS, assumptions, scope) with CAPEX
Support Sr. Scheduler, as required

NOTE: The expectation for this role is that it will continue as budget is extended and Project progresses from Definition Phase to Implementation Phase. Initial 6 month contract.
