The Role:
Reporting to the Sr. Manager of Indigenous Relations (IR), this position is responsible for implementing the IR Policy, IR Strategy and corporate strategies to ensure effective engagement with Indigenous groups to support project execution and access to land for Keystone XL and liquids projects in Canada. The Engagement Lead will take day-to-day direction from the IR Engagement Team Lead.
The Engagement Lead will work closely with potentially affected Indigenous groups and be responsible for strengthening and maintaining trust-based relationships with Indigenous groups to support project execution, while laying the foundation for maintaining relationships throughout the lifecycle of the asset. The successful candidate will also work closely with the IR Business Engagement Team, as well as the Community Development and Monitoring and Training Coordinators.

Responsibilities

* Lead outreach to Indigenous groups on Project activities to facilitate meaningful engagement to support project execution and regulatory-related processes;
* Assist with updating and maintaining Indigenous Engagement plans, in alignment with the IR Policy and IR Strategy, to deliver on project goals;
* Support updates of IR cost and schedule forecasts for project planning;
* Support maintenance of the IR risk register;
* Engage with Indigenous groups to identify and address issues and concerns, and work together to find mutually satisfactory solutions;
* Support engagement activities relating to the Traditional Knowledge (TK) program;
* Support delivery of the community legacy and education & training initiatives;
* Work with Indigenous groups to develop and implement mitigation and benefit enhancement strategies;
* Support IR Business Engagement team engagement activities, as required;
* Collaborate with Environment and construction personnel regarding the participation of Indigenous groups in the monitoring and training programs;
* Track progress and provide project updates and recommendations to IR Management on managing issues, complaints and opportunities;
* Prepare and maintain engagement records of contact and commitment tracking within defined standards to support regulatory and corporate compliance; and
* Support development of project transition plan from construction to operations.

Qualifications and Education Experience
* Experience engaging with Indigenous groups and working with representatives and community members to resolve complex and often contentious issues
* Knowledge of the federal and provincial regulatory processes and consultation guidelines, particularly as they are related to the energy industry in Canada
* Excellent problem-solving abilities and the ability to find creative solutions to complex problems
* Excellent interpersonal skills with the ability to build strong respectful relationships with a variety of groups, from the grassroots to senior levels, both internally and externally
* Proven facilitation and influencing abilities
* Superior communication skills, both verbally and in writing, with the ability to effectively present to a variety of audiences
* Previous experience working in the mid-stream energy industry is considered a valued asset
* High energy and ability to work in a dynamic and diverse team environment
* Ability to be a team player and work independently to achieve project-driven deliverables in a continuously evolving context
* Experienced in using Microsoft Office Suite and software such as Higher Gear and StakeTracker

Education
* Post-secondary education, a degree or business diploma in a relevant field, such as Environment, Indigenous Studies, Archaeology, Anthropology, Community Development, or Law, from a recognized institution is required
* A minimum of seven years of experience in Indigenous Relations or related field
* An equivalent combination of education and experience will be considered
* Must have and maintain a valid driver's license

*In the performance of this role, travel of up to 50% will be required and as such the candidate must be able to provide applicable documentation to this effect.
