The Role:
Core Responsibilities:
* Execute projects relating to capacity and expense maintenance projects with respect to Pipeline Projects
* Provide budget input and assist in preparing the Decision summaries
* Provide cost estimating with input from the Engineering team during the definition phase
* Prepare all Project Work Authorizations; Manage sub-phases of projects during the implementation phase
* Develop project execution plans and schedules, project proposals and regulatory applications; Provide liaison and guidance on matters relating to project controls
* Participate in incident investigations Support the implementation of the client's project management tools, standards and processes to support the implementation of capital and maintenance programs
* May start by using established procedures under direct supervision to conduct work and ongoing training to working under general guidance, working on routine business process by assisting business technical and professionals in a variety of business areas
* Works under the direction of a senior project engineer or project manager
* Demonstrate effective control of project cost expenditures
* Provide monthly report on project performance metrics
* Coordinate or direct the work of external consultants
* Demonstrate an understanding of the numerous department stakeholders expectations and expert contributions and how they can contribute to the project success; Promote and Manage project safety, participate in incident investigations
* Support the development and implementation of the client's project management tools, standards and processes to support the implementation of capital and maintenance programs within Canada
* Work closely with Subject Matter Experts (SME), engineering service provider (ESP) and other stakeholders (e.g. operations) to develop the design ensuring aligning with commercial drivers and scope requirements
* Draft and facilitate completion of technical project documents including: Design Basis Memorandums (DBM), Technical Descriptions, Request for Quote (RFQ), Scope of Work, etc.
* Support project design and technical scoping, performance of design work, and change management are implemented per project and regulatory requirements
* Provide direct support to Project Manager creating deliverables for decisions and milestones
* Support procurement activities (technical review, data sheets, etc.)
* Coordinate the procurement, logistics and shipping of all materials with Supply Chain to the fabricator/constructor
* Lead the resolution of technical/engineering issues during detailed engineering, construction and commissioning, including Request for Information (RFI) and needs
* Support the Project Manager with development of request for quote packages, capital cost estimates, schedule and risk registers
* Maintain regular communication with client groups and manage stakeholder and client expectations
* Coordinate and provide technical input for engineering activities to deliver timely, efficient internal drawing reviews
* Provide input into key learning and commitment to continual improvement of project process' and systems
* Support the management of site construction emphasizing safety and quality, project turn-over and commissioning
* Opportunity to attend site visits throughout the project and support the Construction Manager on site during construction
* Support Information Management ensuring records are appropriately tracked and filed
* Gather and prepare Leave to Open documentation for technical review
* Maintain project quality objectives by documenting non-conformances (NCR), opportunities for improvement (OFI), lessons learned and assisting quality audits
* Leads others in the understanding, support, promotion and contribution to the measurement program and business unit's strategy, goals and objectives and contributes to its implementation; provides input to objective setting

Qualifications:
* Able to read and understand technical documents
* Proven analytical skills and critical thinking skills with the ability to research, gather, analyse and synthesize multiple sources of information (technical, contractual, regulatory, etc.)
* Able to manager, prioritize and effectively handle multiple and competing demands and tasks;
* Self-motivated and able to work and problem solve with minimum supervision and direction;
* Excellent interpersonal and communication skills with ability to network and build/maintain relationships
* Commitment to health, safety, environment and quality
* Strong team orientation, demonstrating a high level of cooperation
* Adaptable and shows willingness to learn
