The Role:
DIRECTION EXERCISED AND AUTHORITY:
The Cost Controller will provide a supporting role to assist in the fulfilment of the Project and its Subprojects' (Components) cost management activities. In fulfilling this mandate, the Cost Controller is expected to liaise closely with the execution teams and Functional Managers to implement cost management processes and fulfilment of requirements.
This position has no direct reports.

DIRECTION RECEIVED AND REPORTING RELATIONSHIP:
Reporting to the Senior Cost Controller (or designate), the Cost Controller is expected to interact extensively with the Project Controls Team, Project Finance &Accounting. Project and Functional Managers, Supply Chain and Human Resources.

The Cost Controller will be expected to work in a team environment as well as independently. Once orientated, the incumbent should be capable of performing day-to-day functions with minimal supervision and
direction in accordance with established processes and procedures.

PURPOSE AND SUMMARY OF SCOPE:
As a member of the Project Controls Team, the Cost Controller assists the Senior Cost Controller, other Cost Controllers, and the Project Controls Manager in providing cost management services to ensure Project cost management targets and objectives as related mainly to the owner's team Position (Staffing) Forecast are fulfilled.

The Cost Controller is primarily responsible for the on-going management and administration of the Project Position (Staffing) Forecast as well as providing support of all tools and databases used by the Project Controls Cost Team to record and manage the Position (Staffing) Forecast including Tracker, PRISM project management system, and Microsoft Access and Excel files.

The Cost Controller will be required to produce various staffing and costs reports, charts and graphs to facilitate project cost reporting activities related to the Position (Staffing) Forecast. The incumbent is expected to be able to validate the accuracy of data inputs, and produce reports, charts and graphs that reflect meaningful information to the Project Team.

PRINCIPAL ACTIVITIES, DUTIES AND RESPONSIBILITIES: The following is being executed as a contract scope of work.
The primary duties and job functions of the Cost Controller shall include, but are not limited to, the following:
* In conjunction with Human Resources, Supply Chain, Budget Holders and Functional Managers maintain the overall Position (Staffing) Forecast for the project including:
* Keep systems up to data with accurate data regarding new staff joining the project, updating position start & end dates, position additions &deletions, rate changes, expense changes and any other information as needed;
* Document all data changes within the systems and maintain an accurate audit trail of changes;
* Assist budget holders and other Cost Control staff with accurate and timely forecasting of salary and expense costs.
* Review and perform analysis on the Deviation Alert Notices (DANs), Project Change Notices (PCNs) of the Change Management process related to the Position (Staffing) Forecast.
* Work in conjunction with the Finance &Accounting team to ensure complete and accurate reconciliation of staffing costs on a minimum quarterly basis.
* Produce various staffing reports that are required for regular progress stewardship, including time reports, overtime reports, incurred cost reports, and final forecast cost reports.
* Work with other Cost Controllers during the month end processes as related to ensuring accurate incurred costs for other aspects of the project beyond the Position (Staffing) Forecast are captured in the Project Controls Systems;

The Company:
Our client, a diverse Canadian Energy Company, plans new developments estimated at $12+ Billion over the next 5 years.This position is open to Canadian Citizens and Permanent Residents only. Residents of Newfoundland & Labrador will be given first consideration for this position.

Essential Skills / Qualifications:
ACADEMIC QUALIFICATIONS:
Bachelor degree in Business, Commerce or Engineering with a focus on Cost, Business or Project Management, or equivalent combination of education and experience

RELEVANT WORK EXPERIENCE AND REQUIRED COMPETENCIES:
* 3-5 years of business analysis or data management experience, preferably in a project environment combined with a working knowledge of Relational Database Management Systems.
* Good understanding of Project Controls concepts included incurred cost reporting and forecasting.
* Good understanding of the development of Work Breakdown Structures (WBS) and Cost Control Accounts with relation to Project procurement and invoicing;
* Sound understanding of project cost control fundamentals with superior analytical skills and expertise
