The Role:
DIRECTION EXERCISED AND AUTHORITY:
Reporting to the Permit Coordinator this position will provide support to the Permit Coordinator in carrying out their duties, and is the person authorized to issue Permits to Work on behalf of the client during the construction, commissioning, and handover stages of the Muskrat Falls Generation site.
The incumbent will be responsible for reviewing submitted Permit Applications for completeness or accuracy, and confirming all required supporting documentation is included from a mechanical, electrical, and health & safety perspective.
The Permit Issuer will perform an array of data entry duties, as well as be a hands on in-the-field link between the Permit Office and Contractor field personnel

DIRECTION RECEIVED AND REPORTING RELATIONSHIP:
Reports directly to the Permit Coordinator (or designate).
PURPOSE AND SUMMARY OF SCOPE:
The Permit Issuer has responsibility for issuing Permits under the Permit to Work Procedure during the construction, commissioning, and handover stages of the main generation Powerhouse and Spillway Structures at the Muskrat Falls Generation construction site. The incumbent will also be responsible for in-the-field assessments to verify that contractors issued work Permits are operating within the permitted area and work scope, and as per the processed outlined in the approved Permit Application.

PRINCIPAL ACTIVITIES, DUTIES AND RESPONSIBILITIES:
The following is being executed as a contract scope of work. The duties and job functions of the Permit Issuer shall include, but are not limited to the following:
* Assist the PTW Coordinator in carrying out his/her duties
* Review Permits to Work with the Permit Receiver
* Review Permit applications for completeness and accuracy
* Confirm that Special Permits include all required supporting documents
* Issue Work Permits to the Contractor
* Provide assessments of approved Permits to confirm that Permit Receivers are operating within their permitted area and work scope
* Review Validation and Transfer Certificates for compliance with PTW Procedures
* Consult with Isolation Authority and HSSER Department as required to resolve technical issues that may arise
* Perform Permit Office data entry requirements
* Provide a communications link between the Permit Office and Contractor field personnel
RELEVANT WORK EXPERIENCE AND REQUIRED COMPETENCIES:
* Minimum 5 to 7 years' experience in related field
* Experience working in energized installations
* Familiarization with Permit-to-Work systems for energized installations
* Proficient in Microsoft Office Suite, and in maintaining systems and databases utilized for tracking purposes
* Knowledge of Health and Safety Regulatory Requirements and Construction Industry Best Practices considered an asset
* Knowledge in the requirements of CSA-Z462 workplace electrical safety

* Must be able to work in a collaborative/supportive manner with stakeholders
* Must be able to work a site based rotational work schedule

Our client, a diverse Canadian Energy Company, plans new developments estimated at $12+ Billion over the next 5 years.This position is open to Canadian Citizens and Permanent Residents only. Residents of Newfoundland & Labrador will be given first consideration for this position.
