The Role:
DIRECTION EXERCISED AND AUTHORITY:
Under the authority of the Muskrat Falls Start- Up Manager, the Permit-to-Work Area Authority-Powerhouse will provide direction and supervision to the Permit-to-Work team, including the Isolation Authority. This position will be required to liaise with multiple site groups including Completions, Engineering, Procurement, Health and Safety, Environment, Quality Assurance, and Construction.
DIRECTION RECEIVED AND REPORTING RELATIONSHIP:
The position will be report directly to the Muskrat Falls Start-up Manager, who will provide direction. Incumbent is expected to demonstrate a high degree of personal initiative.
PURPOSE AND SUMMARY OF SCOPE:
The Permit-to-Work Area Authority-powerhouse has overall responsibility for managing all permits required for construction, commissioning and start-up activities in the Muskrat Falls Powerhouse. He/she provides support for the client Permit Of ice in the implementation and maintenance of a Powerhouse e Permit-to-Work system during the construction, commissioning and handover stages of the main generation Powerhouse at the Muskrat Falls Generation construction site. He/she will also coordinate between management and field personnel in fostering a safety culture whereby all accidents are considered to be preventable and to strive for "Zero Harm" to personnel and equipment.

PRINCIPAL ACTIVITIES, DUTIES AND RESPONSIBILITIES:
The following is being- executed as a contract scope of work.
The duties and job functions of the Permit-to-Work Area Authority -Powerhouse shall include, but are not limited to, the following:
* Management of the Powerhouse Permit to Work (PTW) system including its implementation and maintenance
* Designate and manage competent the client isolation authorities to ensure the protection of personnel from inadvertent release of hazardous energy
* Designate and manage competent the client PTW Coordinators to organize and run the client Permit Office
* Provide resources for the implementation of the PTW system including facilities, equipment and personnel
* Review and approve Contractor PTW applications to resolve conflicts and ensure all work is done in a safe manner
* Suspend or cancel Work Permits in case of emergency conditions or other unusual circumstances
* Ensure that all personnel required to participate in the Permit to Work system are trained in its use
* Ensure that all Contractor and client Lockout/Tagout programs are audited and that recommendations for improvement are implemented
* Coordinate regularly with contractors and senior management on Health, Safety, Security and Emergency Response matters
ACADEMIC QUALIFICATIONS:
* University graduation or graduation from a technical college supplemented by additional Health and Safety Management
* Certified Auditor training in ISO 9001, ISO 14001, or ISO 18001 is desirable
* Certified Red Seal Electrical worker with Inter-Provincial License is an asset
* CRSP, CSP, or equivalent designation is an asset
RELEVANT WORK EXPERIENCE AND REQUIRED COMPETENCIES:
* 10+ years' experience working on large capital construction projects
* Experience with construction of hydroelectric projects, with focus on turbine and generator, hydro-mechanical equipment, and balance of plant installation and commissioning considered an asset
* Good knowledge of engineering principles, standards and regulations relating to construction, and safety standards
* Demonstrated ability to verbally and graphically convey problem resolution to engineering and construction parties
* Knowledge of the construction materials standards and approved testing methodologies established by the Canadian
* Standards Association (CSA) and other standards organizations
* Working knowledge of Quality Control and Quality Assurance procedures
* Experience in stakeholder management and communications considered an asset
* Demonstrated safety and environmental record
* Aboriginal, diversity and cultural awareness
JOB REQUIREMENTS, WORKING CONDITIONS, ETC.:
* Willingness to adhere to the client's values
* Must be able to work effectively as a Ivey member of the Integrated Project Delivery team within a multi-functional team environment (matrix style organization structure)
* Candidate must have strong technical and communication skills to effectively interact with Contractor and owner teams
* Willingness to work at site on a turnaround arrangement
* Must possess a valid driver's license and be eligible to drive in Newfoundland and Canada
* Must be able to work in a collaborative /supportive manner with stakeholders
