The Role:
PURPOSE AND SUMMARY OF SCOPE:
The Permit-to-Work Isolation Authority will support the project Permit Office in the implementation and maintenance of a Powerhouse Permit-to-Work system during the construction, commissioning and handover stages of the main generation Powerhouse at the Muskrat Falls Generation construction site. He/she will also assist management and field personnel in fostering a safety culture whereby all accidents are considered to be preventable by working with project site personnel and its contractors to strive for "Zero Harm" to personnel and equipment

PRINCIPAL ACTIVITIES, DUTIES AND RESPONSIBILITIES;
The following is being executed as a contract scope of work:
The duties and job functions of the Permit-to-Work Isolation Authority shall include, but are not limited to, the following:
* Implementation and maintenance of the Powerhouse Permit-to-Work and Safe Work Practice systems with particular emphasis on electrical and mechanical systems and the Liven-up-Notice (LUN) process coordination.
* Reviewing Red Line drawings as submitted for phase-in of energization of systems.
* Reviewing, approving and monitoring contractor lockout/Tagout process
* Communicating systems energization notices to project personnel and contractors.
* Interfacing with Quality Lead and Site Completions Lead to ensure all mechanical completion test records are completed and signed prior to LUN being generated.
* Supporting SIMOPS program including regular interface coordination on energization.
* Providing Health and Safety support and guidance to field personnel.
* Participating in site risk assessments as required to support commissioning activities with particular emphasis on electrical / mechanical activities.
* Assisting in the compliance assessment and completion of Federal and Provincial OH & S orders, issuances and variance applications as warranted or required.
* Interfacing regularly with contractors and senior management on Health, Safety, Security and Emergency Response matters.
* Identifying isolation requirements, conducting and verifying all isolations and verifying "absence of voltage" tests for all contractor and project lockout/tagouts based on documented Lockout/Tagout (LOTO) programs.
* Specifying, inspecting and maintaining all personal protective equipment and tools to be used by project personnel when performing examination, adjustment, servicing, or maintenance of energized electrical equipment.

* Ensuring that variations from isolation standards are authorized at the appropriate level before proceeding with work.
* Ensuring that isolation and de-isolation work is adequately planned and undertaken within the Permit-to-Work process.
* Monitoring PTW system and isolation procedures to identify deficiencies and take the necessary corrective action.
* Coordinating Powerhouse contractors LOTO programs with project LOTO programs where there is integration of work tasks to ensure that protection for all personnel in the Powerhouse is mutually understood, communicated and agreed upon between all parties.
* Establishing and maintaining a communication protocol between Powerhouse contractors and project personnel to keep each other informed of any activities or conditions that could adversely affect the LOTO process.

Our client, a diverse Canadian Energy Company, plans new developments estimated at $12+ Billion over the next 5 years.This position is open to Canadian Citizens and Permanent Residents only. Residents of Newfoundland & Labrador will be given first consideration for this position.

Essential Skills / Qualifications:
ACADEMIC QUALIFICATIONS:
* University graduation or graduation from a technical college
* Additional training in Health and Safety Management is an asset.
* Certified Auditor training in ISO 9001, ISO 14001, or ISO 18001 is desirable.
* Certified Red Seal Electrical worker with Inter-Provincial License is an asset.
* CRSP, CSP, or equivalent designation is an asset.

RELEVANT WORK EXPERIENCE AND REQUIRED COMPETENCIES:
* 10+ years extensive experience working on large capital construction projects;
* Experience with construction of hydroelectric projects, with focus on turbine and generator, hydro-mechanical equipment, and balance of plant installation and commissioning considered an asset;
* Good knowledge of engineering principles, standards and regulations relating to construction, and safety standards;

* Willingness to adhere to Client's values;
* Must be able to work effectively as a key member of the Integrated Project Delivery team within a multi-functional team environment (matrix style organization structure);
* Candidate must have strong technical and communication skills to effectively interact with Contractor and owner teams;
* Willingness to work at site on a turnaround arrangement;
* Must possess a valid driver's license and be eligible to drive in Newfoundland and Canada.
* Must be able to work in a collaborative /supportive manner with stakeholders
