The Role:

To provide UK with specialist technical assessment, advice and guidance on activities and issues which may affect health and safety of personnel involved in well drilling, completion, workover activities and related operations, with a focus on the assessment and management of all types of major accidents and workplace hazards and risks.

Main Accountabilities and Responsibilities
Key responsibilities cover the following areas:
* Provide specialist technical assessment, advice and guidance
* Support UK in the development and maintenance of the HSE Management Systems
* Develop documentation describing the interface arrangements with contractors for well intervention/drilling operations
* Support UK Drilling Department personnel in the preparation of the Regulatory Notification Documents and provide all HSE related inputs
* Liaise and Coordinate with:
o UK HSE and Drilling Department Personnel
o UK Offshore Company Representatives/Drilling Supervisors
o Contractor's and MODU HSE Advisors and Supervisors
o UK Regulators and other Stakeholders
* Advise on compliance with relevant applicable Laws, Statutory Legislation and Guidelines, Directives and Standards
* Lead, manage and/or participate/advise in HSE risk identification, assessment and management activities, including HAZIDs, HAZOPs, SIMOPs, QRAs. Ensure that relevant risk registers are produced and kept up to date.
* Coordinate the execution of relevant studies, reviews, verifications and assessments
* Contribute to the preparation of tender documents and review/assess bidders' submissions
* Coordinate the execution of all necessary studies, reviews, verifications and assessments to demonstrate compliance with internal and external requirements; ensure timely preparation of relevant reports.
* Assist and support in the planning and scheduling of audits and lead/participate in audits of contractors and inspections of sites, rigs and equipment. Maintain relevant records and monitor closure of actions required to address the findings.
* Provide support and/or oversight with respects to Drilling, Completion and Workover activities
* Coordinate and manage HSE monitoring and reporting requirements for drilling and related activities to meet and regulatory requirements.
* Ensure that all internal and external reporting requirements are timely and fully met.
* Fully comply with the Code of Ethics and Law 231 principles.

Main Interfaces:

* Maintain a close working relationship with the UK HSE Department and the Drilling, Completion and Workover Department
* Liaise closely with and advise other UK departments on technical and workplace safety issues
* Work with members of the Company to support implementation of UK's HSE Policy, System and Procedures and other Regulatory requirements.
* Liaise with the HSE Department in Headquarter

* Liaise closely with contractors and consultants on delivery of services
* Represent the Company to Regulatory Authorities, as required
* Represent the Company to Industry Bodies (Oil & Gas UK, Step Change, IOGP, the Energy Institute, etc.), as required
* Liaise with JV Partners, as required
* Liaise with consultants, agencies and professional associations
Qualifications & Experience:
* Degree in Science, Engineering, Chemical Engineering, or equivalent
* Member of a chartered institute (preferred)
* Suitable NEBOSH/IOSH or equivalent qualification and/or experience (preferred)
* Significant relevant oil and gas experience
* Knowledge of the key technical safety related risks associated with different phases of an E&P development, with a particular focus on major hazard risks associated with drilling, completion and workover activities
* Appreciation of the main HSE issues to be address on the types of rigs/vessels used during offshore drilling, completion and workover activities
* Knowledge of UK offshore oil and gas industry and legislation
* Understanding of Safety risk modelling tools
* Good audit/investigation skills and experience

* Familiarity with Microsoft Office applications

Working Conditions
* Able to travel to other locations, both in the UK and overseas for specified periods
* Position will involve offshore visits and possible missions overseas
* Capable of working offshore and in other potentially challenging environments
* Participation as required on the Emergency Response Duty rota
