The Role:
A construction safety officer (CSO) is responsible for monitoring all contractors to ensure 100% compliance with all Company construction safety and OSHA standards to ensure no accidents, no harm to people, no damage to the environment.
The CSO accomplishes this through effective risk identification and mitigation in work planning and permitting, effective oversite and assurance of contractor work performance, application of Safety Leadership principles, training and education of contractors on construction HSSE matters, and continuous monitoring of the job site where construction activities are taking place.

Planning:
* Working with the Project Manager (PrM), define and agree ways of working and roles and responsibilities for the CSO and other project management resources on the project using and augmenting this document as the basis. The structure or the project team, the roles and responsibilities of the project team will be endorsed by the project sponsor (typically the Plant Manager - PM), the Construction & Contractor Management Advisor, and the Regional Engineering Manager
* Supports the PrM in the planning and preparation of capex project execution through the CVP Define, and Execute phases so that effective project safety requirements are factored into design and tender requirements
* Supports contractor selection for completion of construction project activity; assesses & ensures contractor safety performance capability for work to be completed.
* Takes an active role in the construction safety review PHSSER to ensure planned work will be appropriately risk assessed and that identified risks will be appropriately mitigated, and to further identify activities and tasks that require more in depth risk review and assessment.
Reviews the PHSSER risk register to ensure that risk related to construction activities are incorporated into JSA's as required.
* Ensure all contractors onsite meet CS-100, CAP, Site Orientation and project specific requirements (ie: training documentation, certifications, MSDS, equipment specifications etc.) prior to work commencing.
* Obtain full understanding of work activity (complex or unfamiliar work should engage Subject Matter Expertise)

Execution
* Construction Safety Leadership:
o Leads in development and implementation of overall project safety planning integral to the Master Construction Plan that will call out milestones where PHSSER risk assessments highlight specific risks that need specific risk mitigation.
o Supports the PrM to deliver project in accordance with OMS Principles and Group Essential Statements
o
* Job Task Analysis and Risk Mitigation:
o Reviews Construction Job Safety Plan and Job Task Analysis proactively (minimally the day prior to beginning work) for all construction jobs such that effective risk mitigation can be pro-actively identified and incorporated into the permitting process that takes place on the day of the construction activities to be performed.
o Reviews and provides assurance of the effectiveness of risk assessments and mitigations for each Job Safety Plan by engaging contractors, maintenance or others on the risks and controls for the job;
o List Sequence of events as planned with identified hazards / residual risks and controls clearly defined including LO/TO points, etc.
o Obtains and maintains Emergency procedures for all foreseeable risks (ensure that procedures are conveyed to competent persons and fully understood).
o Reviews RAP permit on the day of, at the job site, with the Supervisor of the contractor to ensure all tasks are included and risk assessed appropriately.
o After Permit is issued, reviews the permit with the contractor crew, at the job site, before work commences.
o Brief those who will be required to operate under the permit-to-work on the hazards and controls necessary to avoid them being realized (critical to validate any pre-written risk assessments with the conditions at the job site and any unforeseen hazards with the workers performing the job)
o Obtain signature from all affected by the work;
o If the safe system is found to be deficient, the Permit must be cancelled, the system of work reassessed, a new permit raised and those conducting the task re-briefed.
o
* Construction Safety & Contractor Competency Assessment & Assurance:
o Ensure the level of competence of all operatives and any specialist skills are available and validated.
o Ensure that those conducting the task know that the safe system must be followed in full and that no other methods or sequence of work are allowed (i.e. work must stop, all persons withdrawn and the safe system reviewed by the Permit Approver.
o Observe initial stages of work to make sure that permitted conditions can proceed safely;
o Display the permit at the work site or issue copy to workers;
o Monitor job site throughout the day to ensure safe working conditions and adherence to the permit. Evaluate work execution during the day to ensure safe work practices and ensure that requirements of the permits are adhered to by the contractors.
o Conduct daily BP audits for each job. Write S.O.C.'s and document Near Misses as required
o Check at the end that the work area is clean, tidy and that all safety devices have been replaced and are functioning correctly; .
o Have necessary Stand Downs with contractor, depending on severity. Repeat this each day.
o Attend daily debrief meeting at end of day with BP staff.
o Provide timely notifications of incidents and near misses to BP HSSE Coordinator and others.
o Investigate all incidents or near misses and follow through to corrective actions considering "NEVER AGAIN".
o Audit and participate in daily (a.m.) toolbox talks with construction groups to ensure they are taking place.
o Gather incident data in a spreadsheet which will provide the proper information for trending behaviours and types of incidents.

Construction & Contractor Management Network
* Supports the Regional Construction & Contractor Management Committee, sharing experiences, best practices, etc to promote consistency, standardization, and and CI within the Construction and Contractor Management arena, specifically as it relates to construction safety.
* In the absence of a CM or Site Engineer, and at the discretion/ direction of the PrM, additional accountabilities may be assigned to the CSO, if such activities do not compromise the ability to the CSO to execute primary accountabilities. This is subject to the approval of the project Sponsor (typically the Plant Manager), the Construction and Contractor Management Advisor, and the Regional Engineering Manager.

Experience and Other Work Requirements

* 5-10 years of direct field experience in a Construction Safety on industrial construction projects with values from $50k to $10m.
* Projects related to chemical operations or related industries are preferred.

To be considered for the role of Construction Safety Officer, applicants must have:

* The willingness and ability to relocate to or commute on a daily basis to the designated Company Plant location without company assistance.
* The willingness and ability to travel up to 5% of the time in order to fulfill the responsibilities of this position if needed

* Bachelor or Associates degree in an engineering or safety related discipline is required.
* A degree or certification in Occupational Safety is a plus.
* Completion of OSHA 510 "OSHA Standards for Construction" course is required
* Completion of OSHA 500 "Trainer Course in OSHA Standards for Construction" is required within the first 6 months.
* Possess working knowledge of computers and software such as Microsoft Office Suite (Word, Excel, Outlook, PowerPoint)
* Fluent in the English language (spoken and written).

* Obtain a full knowledge of CS-100, OSHA 1926, and BP's SPU Standard Procedures.
* Construction Safety Officer must exhibit exceptional organizational and multi-tasking skills.
* Must be attentive to detail, possess good communication and problem-solving skills.
* Ability to work both autonomously and as part of a team within the boundaries of assigned tasks and a stringent schedule.
* Initiative and motivation to perform to high standards in a demanding environment.
* Ability to establish and maintain effective working relationships with the plant personnel, engineers, project managers and contractors.
