The Role:
Project Engineer has the responsibility of ensuring that the capital projects are successfully completed in accordance with the approved scope of work, within time, to the relevant HSSE and engineering standards and procedures

QUALIFICATION REQUIREMENTS
-B Sc or B Eng or higher in mechanical, electrical, civil or chemical engineering
-Minimum experience of 15 - 20 years in project engineering inclusive of at least 5 years in the oil, gas or petrochemical industry. Experience in field construction will be an added advantage
-Able to converse and write in English well
-Familiar in managing Site HSSE and Site HSSE Management Program
-Familiar in Quality Management and Quality Assurance
-Familiar with Shell Standards and requirements will be an added advantage

The job responsibilities :
- Support & deputize the Project Manager (PM) on the execution of Shell Capital projects from Front End to Execute phase in both West & East Malaysia.
- During construction stage, may/shall be based at site permanently till completion of project. For change of work base, site allowance and mobilization allowance shall apply
- Ensure audits and reviews are carried out throughout critical stages of projects to ensure the project intent in terms of project management, constructability, design, standards, quality & operability have been met, in accordance to the Shell standards to ensure top quartile delivery
- Support PM in pre-commissioning, commissioning and project closure activities such as project close out reporting, asset registration, maintenance program development, hand over documentations, account closing etc. It also includes assessment & providing training/related manuals for operations, maintenance and supervisory personnel as required.
- Manage all relevant stakeholders at site; EPCm, Execution Contractors, Shell Operations team, Local authorities, etc
- Work with appointed consultants in obtaining the permit (authority) approvals. Provide technical support as necessary for representation with all Authorities during construction to obtain operational permits
- For projects managed by EPCm, review EPCm submission to Shell including monthly claim submission and requests from EPCm for work time extension, work variation, additional costs, etc. as necessary & secure Shell approval, prior to responding to Contractor
- Responsible for assessment of project requirements regarding statutory legislation and co-ordination of actions to ensure compliance with such legislation, and provide information for submission to Statutory Authorities.
- Responsible for provision of detailed estimates and phased expenditure planning including integration of the project budget and expenditure into the SAP System and cost control on Project expenditure by application of formal procedures for over expenditure and handling of project scope changes.
- Schedule definition and resources planning for the implementation of the design, procurement, construction, pre-commissioning and commissioning of the project.
- Preparation of the project specifications, Project Execution Plan (PEP) and Project Implementation Plan (PIP).
- To ensure compliance for the strategy, design, procurement, construction, commissioning, management and handover of the project
- Approval of the Design package and approval of Release for Construction drawings for incorporation into the Installation specification
