The Role:
Our Rail client is looking for a Senior Project Controls Engineer to be based in Central Manchester to support a number of projects. The projects include:

1. Network Improvements (Bus Priority) Programme;
2. Rail Programme;
3. Clean Air Programme;

Network Improvement (Bus Priority) Programme
* Salford to Bolton Network Improvements (SBNI) - a multi-modal package of local on-highway network interventions in the Bolton - Salford Corridor focussed on making short-medium trips by walking, cycling and bus safer, quicker and more reliable, for both direct access to employment and Metrolink/rail hubs for wider employment opportunities.

Rail Programme
* Salford Central Station Additional Platforms - To enhance connectivity at Salford Central rail station by delivering the infrastructure to enable additional services to stop at the station.
- Phase 1 - Phase 1a: platforms 1 and 2 renewal scheme delivered by Network Rail, with the potential to contribute to additional passenger-facing enhancements and Phase 1b. Feasibility works to assess the potential to accommodate additional, longer services at the station; and
- Phase 2 - Design and delivery of additional platforms to accommodate additional, longer services at the station.

The scope of commissioned Senior Project Controls Engineer will include the following deliverables in relation to the above Portfolios and Programmes:
* To develop a robust level 4 schedule in Primavera for the Salford Central Project in collaboration with Project Managers, project design team, Network Rail and other stakeholders;
* To develop and maintain level 4 cost loaded project and programme schedules for all assigned projects;
* To provide support and planning guidance to Project Control Engineer on the Clean Air project;
* To develop and maintain level 2 summary schedules identifying key interdependencies for assigned projects as appropriate;
* To develop robust baselines for all assigned projects;
* To review tender programmes and delivery estimates and liaise with contractors and delivery partners;
* Provide support to Project Managers for day-to-day project activities;
* To provide key input into cost control, forecasting and management reporting, including resource modelling, for all assigned projects;
* To work alongside Risk Managers to document and maintain risk registers and schedule risk analysis; and
* To undertake frequent and regular reviews of progress / preparation of "look-aheads" for the project team.

Clean Air Programme
* A programme of works to action on the delivery of the GM plan for tackling roadside nitrogen dioxide (NO2) concentrations in the shortest possible time. The programme consists of a number of distinct projects and workstreams which are being managed by a programme team in conjunction with a lead advisor. The Project has made the Initial Evidence submission and concluded target determination and has submitted the Outline Business Case to the Joint Air Quality Unit (JAQU). Following JAQU response to the OBC all ten authorities are now included in the scope of the Programme.

Essential Skills / Qualifications:
Successful candidates will be able to demonstrate significant experience of working alongside Network Rail and have a comprehensive understanding of the Network Rail Approvals and Design Process.

In addition, candidates will have previous experience of working on Highways projects (preferably alongside Local Authorities) and experience of managing programmes containing complex interdependencies.

NEC contract experience is essential.
