The Role:
* Officer in Charge, with respect to the provisions of the Navigation Act, and has primary responsibility for all the marine activities
* Ensure all facility personnel required for Marine activities are adequately briefed in relation to their specific operational functions
* Documenting daily/offload operations instruction to marine team
* Manage deck maintenance work and communicate with Maintenance Supervisor accordingly
* Organise and arrange the loading on board of heavy stores /spares from supply boat
* Supervise the ongoing development, updating and implementation of operational procedures and work instructions
* Securing of bunkers/water/saraline and stores barges/vessels.
* Preparing oil spill equipment and firefighting before commence bunkering
* Manage all aspect of cargo storage which includes the produced water and saraline in an efficient and safely manner
* Managing the overall document control on the facility
* Inspect and maintain cargo heating equipment on the facility and consult
* Maintenance Supervisor on repairing or regulating the devices.
* Manage the washing, gas freeing and preparation of cargo/ballast tanks for entry, and the supervision of tank entries and tank work
- Manage coordination, supervision and implementation of checks and
activities required prior to the berthing of a shuttle tanker
- Monitor & Coordinating the safe and efficient operation of berthing and unberthing of the shuttle tanker to the facility
* A senior team member of the Facility emergency response team.
* Coordinate, control and plan implementation and execution of safety training drills, exercises and briefings to all staff on facility
* Ensure Marine Work Team Safety Meetings are conducted as required in the Management System
* Participate in the monthly facility safety meeting
* Ensure that safety meetings, toolbox meetings, JSAs and inspections are conducted in the Marine Department
* Ensure Marine systems and operations are safely operated with minimal environmental impact and in compliance with legislation and the Management System
* Auditing of all marine operations to ensure procedural compliance
* Ensure roles and responsibilities of all Marine personnel (including new personnel) are clearly defined and understood
* Perform individual performance appraisals
* Oversee the development and training of marine team
* Oversee the coordination and development of budgets and manage operational expenditure within the Marine department
* Manage and coordinate Marine related contractors and visitors to the facility
* Focal person in Marine Department materials handling to/from the facility and supervise the Material Coordinator

Essential Skills / Qualifications:
* Minimum Class 2 Certificate of Competency or equivalent; or Class 3 Certificates holders with proven experience as Lead Cargo Technicians at least 3 years on FSO/FPSOs.
* Has sailed as Chief Officer on board Tankers for a minimum of two years.
* Proven management and supervisory skills.
* Experience in the implementation of safety management systems.
* Good command of English and Bahasa

Desirable Skills / Qualifications:
* Understanding of relevant legislative requirements with respect to overall operation of FSO/FPSO's.
* Demonstrated competence in emergency response skills.
* Demonstrated competence in operation of marine systems and offtake tanker berthing.
* Completed company approved safety training.
