The Company:
A global Oil & Gas operator with extensive operations in the Caspian Region.

The Role:
* Lead a multidiscipline and multi-national Commissioning Team for the Facilities sites in Georgia.
* Facilities Sites Commissioning Authority as defined within the System Management Handover Process (SHMP)
* Site Controller as defined in Commissioning Control of Work procedure.
* Manage the commissioning execution and SHMP from Mechanical Completion through to System Handover on Facilities sites
* Comply with company expectations in Safety and Quality as well as ensuring the Commissioning activities meet the Commissioning process, schedule and cost.

EXPERIENCE
* Demonstrable HSSE Leadership and personal commitment to Safety
* Awareness of safety management systems.
* Track record of experience gained in similar oil and gas 1 petrochemical / power generation related international projects, in a similar role leading to development of the following skill sets:
o Commissioning, start-up and operations functions
o Commissioning completions / certification systems
o Commissioning and handover procedures
o Site Integrity Management (IM) standards and the application of IM to Commissioning Control of Work processes during execution
o Ability to work with interdisciplinary teams and communicate with discipline engineers
o A proven decisive and pro-active team player with good communication skills
o Proven ability to develop procedures, practices and strategies from first principles
o Previous experience of project startups

RESPONSIBILITIES & OBJECTIVES
* Demonstrate personal HSSE leadership and excellent HSE behaviours at all times, and ensure that safety expectations are communicated and maintained
* Lead role on Facilities sites for project delivery during the commissioning phase
* Interface with the site
* Operations team and Start-Up team on expectations for handover
* Manage an effective Facilities site commissioning organisation and verify resources are sufficient, accounting for schedule Compression, change of scope or loss of resources
* Enforce the commissioning requirements in the Facilities construction contracts
* Contribute to project execution as appropriate, especially in helping to minimise and control any change towards completion, commissioning and handover
* Drive delivery of the Facilities commissioning schedule, in line with overall project schedule, and prioritise/agree with Construction Authority detailed mechanical completion sub system handover dates
* Demonstrate personal commitment to the use of the commissioning procedures during safety tours, safety meetings and site inspections, and take action on items arising from verification activities
* Ensure appropriate training is provided for employees and contractors involved in commissioning
* Manage the commissioning schedule and enforce competency assessment and development program to meet the nationalisation process
* Validate the use of the detailed pipe cleanliness and preservation processes with the site Facilities Construction Site Manager, and ensure full implementation on site
* Deliver Commissioning expectations for the Execute stage
* Management of the vendor support requirements, budget and scheduling
* Commission the facilities in accordance with the design intent
* Act as the Commissioning Authority as defined within the SHMP
* Manage the SHMP process from Mechanical Completion through to System Handover
* Provide commissioning support to Operations during the start-up phase

Essential Skills / Qualifications:
* Recognised Engineering Degree ( HND may be considered with appropriate experience)
* Chartered Engineer preferred
* Must have recent and relevant onshore project experience working directly for end client/operator

Desirable Skills / Qualifications:
* Experience working in CIS regions
