The Role:
Located in Tioga, ND

ONSITE COMPANY REPRESENTATIVE
A qualified company representative/inspector (Company inspector or contract inspector) shall be present during pipeline construction. The number of inspectors shall be appropriate for the scope of the project. OQ training shall be required when applicable. The inspector(s) shall be responsible for conveying instructions to the construction contractor, inspecting materials to be used in the pipeline construction, developing and assembling appropriate documentation, representing Company's interest in the construction process and verifying the construction contractor's adherence to the procedures and specifications contained in this document or Part 192 as appropriate. The inspector(s) shall be knowledgeable and qualified in pipeline construction methods and practices for which he is inspecting. Resume, experience, education etc. must be submitted to Company prior to performing inspection duties. The following is a general summary of the onsite inspector's primary responsibilities.

5.1 CONTRACTOR VERIFICATION
Verify that construction contractor's adheres to specifications/procedures required by applicable construction codes.

5.2 MATERIAL INSPECTION
Inspection of materials to ensure that the material has not sustained damage that would affect its serviceability:

Inspect all material delivered to the job site to ensure that they meet design criteria and specifications set forth by the project engineer and the following actions performed:

* Any materials found to be out of compliance with the job specifications shall be marked and removed from the job site. (NOTE: MAOP cannot exceed the weakest link installed in the pipeline.)

* Materials found out of compliance shall be documented on the inspector's daily report.

* Vendor who delivered material shall be notified of lack of compliance along with the project engineer.

* Any materials found to be defective or damaged after installation, such as gouge, dent, groove or arc burn, shall be removed from service, discarded and replaced prior to commissioning the pipeline. (192.309(a))

* When damage is repaired by grinding, the wall thickness after grinding must be sufficient for the design pressure of the pipeline and documented by the onsite Company representative. (192.309(c))

5.3 CONTRACTOR LAISION
Act as liaison between construction contractor and local Company personnel.

Ensure that contractor(s) are knowledgeable of Company's safe work procedures and that the contractor adheres to those practices and procedures (Provide copy of Safety Handbook).

Ensure consistent adherence to pipeline right of way conditions and restrictions.

Maintain accurate progress reports.

Assist Land department with pipeline ROW land owner relations when requested.

Verify that all contractors and subcontractors comply with state One Call Regulations before excavations can be performed. Maintain copies of all One Call documentation and any applicable state requirements.

Verify that One Call locates are updated as required by the appropriate state one call regulation.

5.4 INSPECTOR DOCUMENTATION
The inspector shall also compile and provide the following construction documentation to the Engineering group upon completion of the pipeline project. Documentation must be retained within the job book for each project.

* Inspector's Daily Report (see Appendix B). Each inspector will complete a Daily Report for his/her respective discipline, a daily report will be prepared for all days (whether worked or not) from the project start until the last day the inspector was on the job, each Inspectors Daily Report will be consecutively numbered and will be dated and signed.

* Hydrostatic Test Records specified in Section 17.

* Holiday detector certification of accuracy and adjusted as per coating type and standard industry practice. Any joint of pipe requiring excessive repairs due to jeeped holidays should be noted on daily inspector's report.

* Original and copy of "as built" drawings if available. If "as built " drawings are not available, the pipeline route must be captured according to Technical Services Group mapping requirements. All other mapping aspects required in other sections of this document, such as test stations, anode placement, valve placement, etc. should be captured on this map.

* Welding of steel pipe or joining of non-steel pipe (as appropriate) that includes the following:

 Radiographic logs and daily inspector's report

 Weld map that includes at a minimum weld number, welder and periodic geographic location (road number, river crossing, etc.) to closely indicate the location of each weld or alternatively, GPS every weld

 Copy of applicable written welding procedure(s) used on the project.( B31.3 or API 1104 20th Edition or Section IX of ASME Boiler & Pressure Vessel Code Latest Edition)

 Accessible files of qualification documents verifying acceptability of the written procedures.

 Copy each welder's initial and subsequent qualification to weld with the applicable procedures noted in the job specifications. Qualifications must be within previous 6 calendar months (not to exceed 71/2 months, be applicable to procedures used on project and include weld testing.

* Mill Test Records for all pipe and fittings on project (MTR).

* Competent person's excavation safety checklist for each excavation four feet or greater in depth and which will be entered by personnel must be completed and retained. Hot Work & Confined Space Entry Permit must also be considered.

* Weld or joining testing for acceptability (NDT) that includes the following:

 A copy of the written procedure for conducting testing for each type of NDT test conducted.

 A copy of the written procedure that is used to evaluate the results of each test conducted.

 The qualifications of each technician for each type inspection they will be conducting.

 The results of each test or inspection (record) that shows what was inspected, where it was and the technician's printed name and signature.

* All permits (bore, RR crossing, One-Call, utility crossing, etc.)

* Document minimum depth of cover on Inspector's daily report or where otherwise denoted within Appendix A.

* Copy of bill of lading delivered to the job site
