The Role:
JOB SUMMARY: The purpose of this job is to manage inspection and discipline engineering in order to deliver asset integrity, unit availability and reliability.
PRINCIPLE RESPONSIBILITIES: * Provide leadership and advice to all levels of refinery management in regards to equipment inspection priorities, best practices, and deficiency repair priorities. * Provide leadership for the Toledo Refinery team at all levels toward industry best practices in mechanical integrity and reliability. * Provide site leadership in the interpretation of fixed equipment mechanical integrity codes, standards, regulations, etc. * Ensure the mechanical integrity of the refinery including piping, pressure vessels, tanks, boilers, fired heaters, and relief devices. * Ensure refinery compliance with Federal, State and local laws and codes as they apply to mechanical integrity, such as NBIC, Ohio State Pressure Vessel Code, and API codes and recommended practices. * Develop inspection programs and procedures which will ensure equipment reliability and regulatory code compliance. * Provide support and guidance on asset integrity issues. Have full understanding of asset integrity including the application of appropriate policies, and how and if deviations / deferrals of policies can be managed. * Manage the planning, implementation and coordination of Asset Integrity Management Systems, Corrosion Management & annual inspection programs of assets. * Identify reliability improvement opportunities via failure analysis, root cause analysis, and equipment history review; implement initiatives to ensure continual improvement of equipment integrity and a relentless pursuit of reliability. * Provide coaching and supervision to the Fixed Equipment and E&I Reliability Engineering leads and their respective departments. * Provide coaching and supervision to the Inspection Superintendent and Inspection Department. * Contribute leadership toward the refinery implementation of personal and process safety best practices. * Ensure technically sound repair methods are followed, including QA/QC requirements.
* Conduct audits, incident investigations, and detailed inspections to manage risk, while creating value for the business. * Provide leadership and oversight of the predictive and preventative maintenance and inspection tasks for the refinery. * Assist in the training and development of engineers, supervisors, craft and operators who directly administer preventative maintenance and operations driven reliability programs. * Ensure that the site's quality assurance processes with regard to maintenance activities are effective. * Play a lead role in updating company compliance standards and best practice documents. * Assist with troubleshooting and performing root cause analysis on chronic problem equipment. * Work closely with project engineering on new projects to ensure reliable, efficient, cost-effective equipment is purchased and installed. * Present capital project proposals for equipment upgrades and reliability improvements. * Work closely with Turnaround and Maintenance Planning to develop inspection and overhaul scopes for turnarounds and maintenance outages. * Interpret data from piping & instrument diagrams, process flow diagrams, plot plans, piping isometrics, mechanical design information. * Responsible for the creation and update of the yearly and 5-year reliability and integrity plan/budget. * Manage the budget and personnel associated with any Special Emphasis Programs related to Mechanical Integrity. * Oversee the reliability performance tracking and reporting. * Produce detailed reports, data and information to inform asset management decisions and performance to a range of audiences, both internal and external to the company. * Develop annual improvement goals for the group. * Perform project manager/engineer duties as assigned. * Liaise with external bodies, such as trade associations, appropriate institutions in order to maximize value for the business and drive improvements to industry standards. * Maintain communication with state, county, city and other regulatory agencies to assure legal compliance of pressure vessel operations.

JOB QUALIFICATIONS: * Degree in Engineering or equivalent technical work experience. * 10+ years in Refining or Petrochemical, with at least 5 years focused on fixed equipment inspection and reliability. * Must have supervisory experience. * Familiarity with industry process safety and environment regulations, work practices, and compliance strategies as well as knowledge of basic refinery processes, reliability principles, refining economics and basic budgeting and scheduling. * The individual must have a strong knowledge of stationary equipment failure mechanisms such as corrosion-under-insulation, erosion, chloride-stress-corrosion cracking, etc. * This position should be familiar with fitness for service analysis, must be knowledgeable of NDE inspection techniques and provide timely direction and coaching to maintenance and operation to acceptable repair techniques of stationary equipment.
