Provide overall leadership, coordination and facilitation of H3SE activities for the project through all project lifecycles (FEED, detailed design, fabrication, construction, installation, and Hook-up and Commissioning) to deliver against TEP USA Expectations, and ensure Operations Readiness and SEMS Compliance for First Oil. This will include:

  • To manage a team of engineers for the safe design, fabrication, construction, installation, and HUC project activities.
  • To define the Project H3SE management system (Philosophy, Plans and Procedures) based on TEPUSA h3SE policies, rules, procedures and objectives. To develop and maintain key H3SE technical documents, including H3SE Management Plan and Philosophy.
  • Develop and implement H3SE and Security Assurance Plans for Field Development during the project phase, and for installation, HUC and drilling campaigns. The project scope includes FPU, SPS and UFR. This includes assisting work site H3SE professionals and line management in development of work site H3SE and H3SE promotions and safety culture campaigns.
  • Monitor and report H3SE Performance during the engineering / fabrication /construction / operations phases of the Field Development. This includes establishing KPIs, monitor statistics, analyze trends and propose and take remedial action if H3SE targets are not met and when necessary.
  • Define and review H3SE management systems - Philosophy, Plans and Procedures - from Project & Contractors', for ensuring that Project H3SE policies and procedures are properly implemented and achieved on the Project, for maintaining functional links with TEP USA HSE Division and for ensuring that the safety reviews are conducted in a timely and proper manner in order to comply with Project H3SE targets.
  • Define and coordinate Emergency Response arrangements for the Field during engineering, installation and operations.
  • Coordinate H3SE activities within the Project Group and, as such, liaise permanently with Project Package Managers and H3SE / Safety Leaders and Engineers within packages (functional link), this includes development of the safety deliverables.
  • Ensure / handle, as required, the communication of the project with the Partners and Concessionaire on all H3SE matters.
  • Ensure that the ISO 14001:2004 & OHSAS 18001:2007 standards are complied with.
  • Supervise and keep records for area specific H3SE audits, reports, certifications, permits, etc.


  • Directly responsible for management of compliance to regulations related to the Field, and responsible for interfacing with the Contractors / client Regulatory Lead to verify compliance of the facility. This responsibility is applicable to project and operations phases.
  • Ensure daily liaison with contractor(s) and manage their performance with regards to contract requirements.
  • Oversee and follow up technical safety deliverables during FEED and detailed engineering to ensure compliance with internal and GOM requirements to risk assessment process and design of the FPU and SPS, incorporating all findings from risk management reviews, such as HAZID, HAZOP, SIL Assessment and TRA.
  • Participate in all necessary meetings with FPU contractors (weekly progress meeting, monthly status meetings, technical meetings, pre-job planning meetings, etc.).
  • Follow up equipment testing activities (FAT, EFAT, SIT, etc.) performed by contractor(s).

Tendering phase:

  • Prepare and draft all necessary contracts or ITT documents related to H3SE.
  • Actively participate in the clarifications (technical, contractual & commercial) and negotiation with Tenderers to select the associated Contractor.
  • Actively participate in the evaluation and analysis of the different offers (technical, contractual & commercial) issued from the Tenderers during tender phase.


  • Provide effective leadership in identification and resolution of internal and external interfaces with H3SE perimeters, including in particular interfaces with quality, regulatory (BSEE and USCG) and technical disciplines.
  • Provide input as necessary to regulatory and TEPUSA documentation required for Permitting / Licensing related to H3SE matters.
  • Train, monitor and coach employees / contractors in order to improve skill level to ensure adherence to principles, policies and standards of H3SE processes in a reliable and cost-effective manner.


  • Participate in project reviews as requested by client Referential.
  • Organize necessary audits and inspections related to H3SE at Contractor locations with assistance from Head Quarters, if necessary.
  • Gather 'lessons learned' and provide feedback.


Accountable to the Project Director for;

  • Management of H3SE deliverables and H3SE KPIs
  • Respecting H3SE rules and requirements and for ensuring their application within the Project Organization, including Contractors.
  • Individually for demonstrating an exemplary behavior with regard to H3SE rules and requirements, and with regard to the Company Ethics and "Code of Conduct" policy.

Qualifications/Experience required

Minimum Education:

  • Secondary and tertiary engineering qualifications (e.g. Masters Degree).

Minimum Experience:

  • 10 - 20 years' experience in Oil and Gas industry, at least 10 years' experience as HSE Lead / Manager for major offshore project.

Required Skills /Certifications:

  • H3SE Management, Principles and Programs
  • Incident investigations and root cause analysis
  • OSHA, EPA, DOT, Drug & Alcohol, SEMS, BSEE and USCG
  • Deep water developments
  • Safe working practice on offshore construction projects - proficient level of knowledge and experience;
  • Company rules/procedures
  • Proficient organizational ability and commitment to meeting deadlines;
  • Strong mentoring and coaching skills.
  • CSP Certification preferred.
  • H3SE relevant training (NEBOSH or equivalent) preferred.
