The Role:
Implement, Manage Planning & Development strategies and work process within C&S section towards meeting project target deliveries through close collaboration with WPC, PDP and other stakeholders.
Assist HOS for C&S section on future lines strategies, manpower needs, training & development through client framework for job upgrading and promotion.

PRINCIPAL ACCOUNTABILITIES
Future Lines Planning
- Assist HOS in future lines and associated works feasibility studies, railway schemes execution and stakeholders' management in meeting urban rail requirements.

Technical Leadership
- Assist HOS to lead and manage the technical review and audit of submissions by WPC, PDP and Consultants for compliance to contractual requirements and implement best industry practice.

Manpower Planning
- Assist HOS to monitor and review the manpower planning, mitigate resources gaps towards meeting work deliveries and efficiency of Engineers

Training Development
- Assist HOS and work with Senior Managers towards training development progression within C&S section for all engineers to create awareness of latest current technologies lesson learnt to increase their competencies.

Development
- Assist HOS to supervise and motivate team members to achieve KPIs and goals as well as ensure their development apart from implement any other relevant duties assign by HOS/HOD

Compliance
- Implementation of internal processes for compliance to ISO standards, meeting project contractual requirements procedures and other statutory/governing bodies rules and regulations.

WORK ENVIRONMENT
- The role is expected to be well informed of current best practices and trend in similar field
- The incumbent is well aware of the design, planning & construction delivery process of railway system design which requires multi-disciplinary collaboration by all stakeholders resulting in an integrated metro rail development.

CHALLENGES
- Delivery of effective, efficient and integrated rail system safely, on time and within cost.
- WPC, PDP and LDC/DDC compliance to project contractual requirements.
- Managing expectation and demand of future railway.

DECISION-MAKING LEVEL
Has overall responsibility within C&S section with the acceptance of HOS and/or HOD in all matters and also as per Limit of Authority.

REQUIREMENTS
- At least Degree in Civil & Structural Engineering and have at least 15 years' experience in the design of major infrastructure projects, preferably with railway experience.
- Knowledge and practical experience in the design process from preliminary to final design stage, construction up to as-built and be able to identify and manage key issues of the design.
- Candidate shall have several years of working experience in multi-disciplinary metro stations (both elevated & underground), depot, viaducts works in urban environment or railway infrastructure are highly preferred.
