The Role:
The role holder will report to the CPO who is based in Basra. This position is accountable for managing operational procurement activities for the purchase of goods and equipment to ensure that business requirements are fulfilled and value is optimized.

* Leads the day-to-day operational procurement, ensuring compliance to procedures, JV regulations and Iraqi Laws.
* Manages a team of up to 12 persons based in Basra including supporting the development of the local Iraqi workforce.
* Implements tactical procurement processes, ensuring efficient P2P cont.rols and Delegation of Authority for Sourcing and Commitment, ensures governance is followed and supply market and E&C risks are managed.
* Manages delivery reliability and works closely with QA/QC to reduce the cost of poor quality.

Key Accountabilities
* Leading a stakeholder facing Operational Procurement Team and day to day delivery of the end-to-end process from requisition handling, order placement, expediting, delivery and PO close out.
* Coaching and development of team members to develop and build capabilities, supporting and enabling individuals to deliver high performance.
* Collaborates with Line facing teams to identify and execute operational procurement requirements for items not covered by existing supply agreements in support of TARs and other non-routine activities.
* Responsible for tactical procurement processes in accordance with P2P requirements and ensures supply chain risks are managed.
* Promotes and drives compliance with:

o Safety and Operation Risk (S&OR) Policies
o Procurement procedures and P2P process
o Code of Conduct
o ACDD and E&C processes
o Local PSCM governance processes
o Local laws & regulations and the Technical Services Agreement

* Delivers robust cost management and tools/metrics to analyse operational procurement performance and drive delivery reliability.
* Focus on continuous improvement to drive efficiency into tactical procurement, leveraging scope and scale and past supplier performance always with a view to demonstrably reducing total cost of ownership and procurement efficiency.
* Develops and implements a Local content Strategy for tactical procurement and works cross functionally to create low cost country sourcing opportunities for equipment and bulks.
* Works closely with QA/QC teams to reduce the cost of poor quality.
* Assures and facilitates Supplier Management for key execution categories

Essential Skills / Qualifications:
* Proven track record and experience in leading operational procurement teams within complex international environments within the Oil and Gas or manufacturing industry.
* Strong influencing and communication skills across a wide range of cultural environments, including experience dealing with national oil companies and working successfully to influence outcomes and build sustainable relationships.
* High level of safety, compliance and ethics awareness.
* Able to work under pressure with competing priorities.
* Experience leading stakeholder facing teams with customer focus.
* Degree qualified or equivalent preferred, ideally CIPS or CPM qualified
* Possesses deep understanding of Procurement and Supply Chain standards, processes including P2P systems.
* Track record driving effective process execution, continuous improvement procurement efficiencies.
* Previous experience coaching teams to develop their capabilities, able to create a working environment that enables individu
